SUMMARY
OF NOVEMBER 28, 2023, MEETING WITH EXTERNAL STAKEHOLDERS DISCUSSING LIMITED-SCOPE REVISIONS TO GUIDANCE DOCUMENTS SUPPORTING THE PUBLISHED FINAL ENHANCED WEAPONS RULE On November 28, 2023, the U.S. Nuclear Regulatory Commission (NRC) staff held a virtual public meeting using Microsoft Teams with approximately 131 participants. The NRC staff conducted the meeting in accordance with NRC Management Directive 3.5, Attendance at NRC Staff-Sponsored Meetings (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21180A271). During this meeting NRC staff discussed the staffs issuance for comment of limited-scope revisions for three draft regulatory guides (DGs) providing regulatory guidance on the previously published final Enhanced Weapons rule. On March 14, 2023, the NRC published the final Enhanced Weapons Rule (EWR) in the Federal Register (88 FR 15864) containing these new requirements and supporting guidance documents. After publication of the final rule, impacted licensees met with NRC staff in several implementation workshops and industry symposiums. During these engagements, licensees identified questions on the supporting regulatory guidance documents and requested the NRC provide clarification.
The NRC staff determined that additional clarification was warranted to these guidance documents to support licensees timely and efficient implementation of the published final rule.
Accordingly, the NRC staff has issued for comment three DGs via separate Federal Register notices. A list of these Federal Register notices and Regulations.gov Docket Numbers for these DGs and submitting comments are enclosed (Enclosure 1).
The notice for this meeting is found in ADAMS Accession No. ML23305A279) along with other supporting information in ADAMS package ML23305A185. The NRC staff discussed the following presentation during the meeting regarding the three DGs and addressed questions from the attendees.
