SUMMARY
OF THE SEPTEMBER 23, 2024, PREAPPLICATION PUBLIC MEETING WITH SMR, LLC (A HOLTEC INTERNATIONAL COMPANY) TO DISCUSS MODULARITY DESIGN PHILOSOPHY The U.S. Nuclear Regulatory Commission (NRC) held a partially closed observation public meeting on September 23, 2024, with SMR, LLC (SMR), a Holtec International Company (Holtec), to discuss the SMR-300 Modularity Design Philosophy.1 SMR (Holtec) provided public and proprietary presentation slides to support the discussion during the meeting.2,3,4 This meeting summary satisfies the SMR (Holtec) request for review and feedback on its preapplication meeting materials.
Representatives from the United Kingdom Office for Nuclear Regulation (ONR) observed the meeting in accordance with the March 12, 2024, Memorandum of Cooperation Between the Canadian Nuclear Safety Commission, the ONR, and the NRC.

M. Hayes Preapplication engagements, including this meeting, provide an opportunity for the NRC staff to engage in early discussions with a prospective applicant, offer licensing guidance, and identify potential licensing issues early in the process. No decisions or commitments were made during the preapplication meeting.
The NRC issued the public meeting notice and posted it on the NRC public website.5 The open session attendees included staff from SMR (Holtec) and its contractors, the NRC and ONR, as well as members of the public. Following the NRC staffs opening remarks and introductions, SMR (Holtec) opened its presentation with the meeting agenda, purpose, and desired outcome of the meeting. The purpose was to present a high-level overview of the SMR (Holtec) philosophy and plans for modularity of SMR-300s nuclear island structures, and to present timelines for future work and engagement with the NRC. The desired outcome was to identify any existing or forthcoming guidance applicable to SMR-300 modular structures and understand potential NRC review risks for SMR-300s modular designs. Holtec then outlined its motivations for pursuing structural modularity. There were no questions or comments from members of the public.
During the closed session the NRC staff, SMR (Holtec) and its contractors, and ONR participants discussed proprietary information.
Enclosed are the meeting agenda (Enclosure 1), the list of attendees for the meeting (Enclosure 2), and proprietary summary of the closed portion of the meeting (Enclosure 3).
