On August 20, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff held a public meeting with X-energy staff to discuss X-energys Topical Reports; GOTHIC and Flownex Analysis Codes Qualification, Reactor Core Design Methods and Analysis, Transient and Safety Analysis Methodology, and Mechanistic Source Term Approach. Public Meeting Notice Agencywide Documents Access and Management System (ADAMS) Accession No.:
This was a partially closed observation meeting. X-energy presented slides which are available in ADAMS Accession No.: ML24229A236. Discussion was based on staffs Preliminary Questions on the Four Related Xe-100 Topical Reports in the public session. Meeting Summary:
Public Session The NRC staff began the meeting with introductions and explained that a portion of the meeting would be closed to the public to discuss proprietary information.
X-energy presented slides (publicly available)
The initial discussion was on cross-cutting items for all four Topical Reports.
o NRC Staff asked for clarification of the approval being sought and the scope of the Topical Reports. There was discussion about the level of detail included in the Topical Reports and what parts X-energy was seeking approval for.
o The applicant indicated that they understood the staff feedback and they would revise the Topical Reports to clarify.
Staff and X-Energy discussed the need to use clear and consistent terminology found in Regulatory Guide 1.233, "Guidance for a Technology-Inclusive, Risk-Informed, and Performance-Based Methodology to Inform the Licensing Basis and Content of Applications for Licenses, Certifications, and Approvals for Non-Light Water Reactors,"
and NEI 18-04, Revision 1, "Risk-Informed Performance-Based Guidance for Non-Light Water Reactor Licensing Basis Development."
Staff gave examples of the evaluation model applying to the Design Basis Accidents but other places it appears to apply to Design Basis Events.
o X-Energy will update the Transient and Safety Analysis Methodology Topical Report to clarify Closed session Discussion of Topical Reports that involve propriety information.
No regulatory decisions were made as a result of this meeting.
