Meeting Summary:
The U.S. Nuclear Regulatory Commission (NRC) staff conducted the meeting in accordance with NRC Management Directive 3.5, Attendance at NRC Staff-Sponsored Meetings (ADAMS Accession No. ML21180A271). The purpose of the meeting was for X-energy to discuss its proposed approach for use of regional meteorological data and approach and timeline for obtaining data from an onsite meteorological tower to be installed to support the planned Project Long Mott's construction permit and operating license applications. The main points of discussion during the meeting included:
X-energy plans to use regional data that is representative of the site during the construction permit application (CPA) stage until the data is available from an onsite meteorological tower; this data will come from regional airports that are relatively close in elevation and distance to the site. X-energy also plans to correlate onsite data to South Texas Project (STP) data for the next 6 months to summarize the correlation.
X-energy plans to install an onsite meteorological tower, and begin collecting data, by September 2024. They also plan to provide the onsite meteorological tower data, along with a comparison of the regional data, within a planned supplement to the environmental report and PSAR Chapter 2 approximately 6 months after CPA submittal.
X-energy plans to re-do meteorological calculations at the operating license stage and two years of meteorological data will be included in the FSAR.
A member of the public, representing the Breakthrough Institute, noted X-energys reference of RG 1.23 for the meteorological tower installation and asked if X-energy should also follow the guidance in RG 1.249. The NRC staff indicated that the applicant will need to provide justification for the approach chosen, including discussion of applicable guidance used.
