Title:

The ADVANCE Act: Mass-manufacturing of Fusion Machines Meeting Date: October 23, 2024 Location: Webinar (via Microsoft Teams)

Category: Information Public Meeting with a Question-and-Answer Session

Purpose:

To provide information to stakeholders on how the NRC plans to conduct a study to develop options for a regulatory framework or guidance for the licensing of mass-manufactured fusion machines pursuant to Section 205 of the Accelerating Deployment of Versatile, Advanced Nuclear for Clean Energy (ADVANCE) Act.

General Details:

Under Section 205 of the ADVANCE Act, Congress tasked the NRC to conduct a study on potential approaches to a regulatory framework or guidance to support the licensing of mass-manufactured fusion machines and to estimate a timeline for issuance of such regulations or guidance. The NRC will submit a report to Congress summarizing the results of this study by no later than July 9, 2025.

During the meeting, staff provided an overview of the requirements outlined in Section 205 of the ADVANCE Act and the NRCs approach to conduct the study and complete the report. The presentation was followed by a question-and-answer session where the public was provided the opportunity to give any feedback and ask questions to the NRC. The meeting was attended by 158 participants which included NRC staff, fusion industry, non-governmental organizations, Agreement States, and other members of the public.

Summary of Presentation:

Ed Harvey, Senior Health Physicist with the NRC opened the meeting, introducing himself as the lead for this study and acting as the meetings facilitator. He described the purpose of the meeting, which was to outline the NRCs approach to conducting a study on the licensing of mass-manufactured fusion machines, and to listen to public feedback on the proposed approach. He then discussed the meeting logistics and advised participants on the features of the webinar platform. Instructions were provided for how members of the public attending via Microsoft Teams or via the phone could ask questions or offer comments. He encouraged public participation during the meeting from all stakeholders but noted that the NRC will not provide any formal responses to the questions offered during the meeting. He noted that this meeting will not be transcribed, and that speakers needed to identify themselves and their affiliation.

He then turned the meeting over to the NRCs Kevin Williams, Director for the Division of Materials Safety, Security, State, and Tribal Programs (MSST) in the Office of Nuclear Material Safety and Safeguards (NMSS). He welcomed everyone, gave opening remarks, reiterated the scope of the meeting, and discussed the importance of public feedback.

Following opening remarks, Ed Harvey presented on the topics outlined above and conduced a question-and-answer session afterward. There was significant public interest, especially with public opportunity for involvement with the ADVANCE Act, not necessarily specific to Section 205. The NRC ADVANCE Act Core Team (A. McCraw) provided additional insight on the NRCs broader implementation of the ADVANCE Act and tools the public may use to learn more about it, including the near-term release of and ADVANCE Act dashboard.

Closing:

The NRCs Ed Harvey made brief closing remarks and reiterated opportunities for public engagement regarding Section 205 of the ADVANCE Act. In concluding the meeting, Ed Harvey thanked everyone for their time and participation and that the NRC staff will be considering the feedback received during this public meeting.
