SUMMARY
OF NOVEMBER 21, 2024, PUBLIC MEETING TO DISCUSS SECTIONS OF THE NATIONAL ORGANIZATION OF TEST, RESEARCH AND TRAINING REACTORS, INC. PROPOSED NEI 23-03 GUIDANCE ON THE 50.59 PROCESS FOR DIGITAL APPLICATIONS (EPID: L-2023-NFG-0002)
On November 21, 2024, (Agencywide Documents Access and Management System Accession No. ML24312A198), the U.S. Nuclear Regulatory Commission (NRC) staff held a public meeting with the National Organization of Test, Research, and Training Reactors (TRTR) staff to continue to discuss endorsement of Nuclear Energy Institute (NEI) 23-03. A list of attendees is provided as an enclosure to this memorandum.
During the meeting, NRC and TRTR representatives completed a review of changes TRTR implemented in response to NRC staff comments on the NEI 23-03 guidance, specifically focusing on qualitative assessment of software common cause failure in Appendix A. NRC staff proposed addition of a table to provide examples of qualitative assessment factors. TRTR asked and NRC staff agreed to provide additional examples of how each factor could apply to non-power production and utilization facilities.
Representatives scheduled the next public meeting for December 5, 2024, to discuss NRC comments regarding Evaluations beginning in Section 4.3. There were no members of the public present in the meeting.
