Good morning! I am writing to you on behalf of the U.S. Nuclear Regulatory Commission (NRC) regarding a licensing action for the Vallecitos Boiling Water Reactor (VBWR) Power Reactor located at the Vallecitos Nuclear Center near Sunol, CA. Previously (May 2024) I shared with you the public announcement of the application from the licensee for a license termination plan (LTP) for the VBWR, and subsequently (in August 2024) your organizations were provided an opportunity to comment on an environmental assessment (EA) for consideration in the approval and license amendment associated with the LTP.

Attached to this message is a DRAFT Safety Evaluation Report (SER) related to the proposed amendment to implement the LTP for the VBWR, and the NRC is oering the state the opportunity to comment on this document as well. Please do not share this document beyond those who have a need to know within your organizations when reviewing and developing any comments on the DRAFT SER.

While we typically aord a 30-day comment period for the state, a decision on this application must be completed in early December, thus we are requesting that your state agencies provide comments (if any desired) on the Draft SER directly to the NRC Project Manager for the application by Friday, November 22, 2024. Vallecitos BWR License Termination Plan - Public Meeting & Opportunity for Public Comment

Today in the Federal Register, the NRC officially noticed the availability of the license amendment for the License Termination Plan (LTP) for the Vallecitos Boiling Water Reactor (VBWR) located near Sunol, CA

- the Federal Register Notice is available at: https://www.federalregister.gov/documents/2024/05/15/2024-10625/ge-hitachi-nuclear-energynorthstar-vallecitos-llc-vallecitos-boiling-water-reactor-license By letter dated September 7, 2023 (ADAMS Accession No. ML23250A267), as supplemented by letters dated September 15, 2023 (ADAMS Package Accession No. ML23261A591), and March 25, 2024 (ADAMS Accession No. ML24085A792), and email dated October 31, 2023 (ADAMS Accession No. ML23304A300), the U.S. Nuclear Regulatory Commission (NRC) received from General Electric (GE) Hitachi Nuclear Energy (GEH, the licensee) a license amendment request to include a LTP for the GEH VBWR. The LTP provides details about the radiological status of the reactor facility, the remaining decommissioning tasks to be completed, and the plan for termination of the VBWR license.

Associated with this amendment request, the NRC is requesting public comments on VBWR's LTP and will hold a public meeting in the local area to discuss the LTP. The public meeting will be held on Tuesday, May 21, 2024, from 6 p.m. to 8 p.m. PDT, in the meeting room of the SpringHill Suites Pleasanton, 7270 Johnson Drive, Pleasanton, CA 94588. Additionally, the public meeting will have a hybrid component to allow for remote participation via a MS Teams Webinar or via phone.
