Response to NuScale Technical Report Audit Question Question Number: A-16-14 Receipt Date: 04/29/2024 Question:

The applicant is requested to modify COL item 16.1-2, which is stated in US460 Standard Design Approval Technical Specifications Development report (TR-101310-NP), by listing categories of controls, or explicit controls, expected to be included in the site-specific owner-controlled requirements manual (OCRM). COL item 16.1-2 currently states:

An applicant that references the NuScale Power Plant US460 standard design will prepare and maintain an owner-controlled requirements manual that includes owner-controlled limits and requirements described in the Bases of the Technical Specifications or as otherwise specified in the FSAR.

However, as a part of a COL item this list may be revised by a COL applicant with site-specific justification in the COL application. This COL action item should also stipulate that the initial version of the OCRM should be prepared and provided to NRC for staff review for the first licensed NuScale Power Module before the Commission makes the 10 CFR 52.103(g) finding signifying completion of unit construction and closure of all ITAAC.

Response

The US460 Standard Design Approval Application (SDAA) Chapter 16 COL Item 16.1-2, in concert with the Technical Specification Bases and SDAA, provide adequate guidance for the content of the owner-controlled requirements manual (OCRM). The NuScale Technical Specification Bases and SDAA specify the owner-controlled limits and requirements to be included in the OCRM.

Preparation and maintenance of the OCRM is ensured by COL Item 16.1-2, in combination with the COL application process. The COL application process requires a COL applicant to address COL Items as part of their application. Once prepared, the OCRM will be available for NRC review as part of the COL application review process.

The wording of SDAA COL Item 16.1-2 is consistent with US600 Design Certification Application COL Item 16.1-2 and was incorporated in Chapter 16 in response to Design Certification Application Request for Additional Information 03.06.03-11. No changes to US460 COL Item 16.1-2 are needed.

No changes to the SDAA are necessary.
