TO: NRC FROM: Patricia Kohlen, Los Cerros Dr, San Luis Obispo, CA 93405 RE: Draft Supplemental Environmental Impact Statement (EIS) for Diablo Canyon nuclear plant DATE: November 18, 2024 I am vehemently opposed to any consideration of renewing the operating licenses of Diablo Canyon nuclear plant.

As it is agreements were already reached in 2015 to decommission both Units and by now Unit One should have been closed on November 2, 2024. Because of an intervention by the California Public Utilities Commission on 12/14/23 this did not happen and both units have been given an operating license for an additional 5 years. All of this without the customary safety and environmental monitoring demanded in running such an old plant which was originally licensed in the mid 1980s - 40 years ago. WHERE IS THE CONCERN for the ENVIRONMENT, WHERE IS THE CONCERN for the residents of San Luis Obispo County should there be an accident?

Since the initial application written 60 years ago - much seismic and geographic information has come to light. Notably there are 4 earthquake faults running under and near Diablo the closest of which is a mere 1,000 yards away (the Shoreline fault). The NRC has failed to give any serious credence to multiple verifiable reports on the seismic danger. Members of the NRC would do well to consider a recent ruling by the Japanese regulatory authority which has DISQUALIFIED the Tsuruga No. 2 reactor from restarting because the owner of the plant had failed to adequately address potential seismic risks from active fault lines near the reactor. The decision was reached based on a very strict examination according to the Japanese NRAs Chairperson, who stated the owner company should take the decision seriously, given the safety implications.

If only the US NRA was as vigilant.

I urge you to visit San Luis Obispo and attempt to drive either north or south on the main exit routes out of town, the 101 Freeway, anytime between 4 pm and 6 pm. Traffic is at a standstill.

Residents will not be able to leave. Going north - almost on a daily basis - one lane of the only exit route is closed because of an accident, a spill, or a broken-down car. This total failure to be able to provide for exit routes is without bad weather considerations and this Emergency Evacuation Plan was devised decades ago before the population of San Luis Obispo County increased.

I also urge you to insist on a thorough examination of all the evidence for any license renewal application of this hazardous plant. Any decision to extend the operation of this plant, whose waste is stored onsite, is totally unacceptable and dangerous. A large swath of central coast could become uninhabitable because of your negligent, complacent, non-review.
