Exemption Request for LaSalle Initial License Examination

James, During performance of the LaSalle ILE an SRO-I candidate who was standing in the BOP watch station was expected to perform a manual control action during a required component malfunction during a dynamic scenario. The applicant did not perform any verifiable action and as such missed these required actions. They will be sanctioned accordingly per the NUREG. Unfortunately, they will need to stand another watch on the boards to account for not having an adequate number of manual control events and component/instrument malfunctions for their overall operating test. This individual is presently scheduled to stand an N+1 watch as the SRO tomorrow (they oreviously stood SRO watch on Monday, 9/23). I cannot swap them with another panel watch station tomorrow since all of the other watches are being filled with applicants who require those watches. Therefore, this individual will be required to perform a portion of the spare scenario on Thursday as either the ATC or BOP. In order for the spare to not be considered an N+2, I am removing the individual from their assigned SRO watch tomorrow and replacing them with the only other SRO candidate who has only stood N watches and is not already scheduled to see tomorrows scenario. This creates a small challenge as the SRO candidate who will be replacing as the SRO and the individual who will be the BOP both have Russell Williams as their examiner of record.

Therefore, I am requesting that we be given an exemption per NUREG 1021 ES 3.5 A(3)(b) to have me as the Chief examiner grade the SRO candidate while Russell Williams grades the BOP. In accordance with the NUREG, the individual who will be watched by someone other than their examiner of record is performing an N+1 watch and Russell Williams will be present in the simulator during the scenario. The NUREG is quoted below:

3.5 ADMINISTERING OPERATING TESTS A. General Instructions for the NRC Chief Examiner (3) Assign a single NRC examiner (the examiner of record) to individually evaluate an applicant during the scenario(s) that is part of the applicants operating test. The following exceptions to this assignment are permitted:

(b) For the purpose of examination efficiency or minimizing surrogate use, an examiner other than the examiner of record can administer a scenario to an applicant, provided that the examiner of record is present during the scenario (e.g., examining one of the other applicants) and the scenario is in addition to the minimum required for that applicant. This exception requires approval from the NRR operator licensing program office.

This is time sensitive as we will need to let the applicants know of the schedule changes and we will be implementing this tomorrow if approved. Thank you for your timely consideration.
