NRC: Tom Boyce, Yen-Ju Chen, Janine Smith, Jeremy Smith Holtec: Stefan Anton, Chuck Bullard, Denise Elisio, Vishwas Mathur, Bhavana Valeti On November 4, 2024, Holtec submitted RAI responses to HI-STORM 100 Amendment 19 (ML24309A286).

The staff has clarification questions on some responses.

RAI 4-1: The RAI response provides justification; however, the justification is not documented in FSAR.

Holtec's actions: Add some of the justification from the RAI response into the HI-STORM 100 FSAR, including a reference to the FW FSAR sections containing additional justifications.

RAI 4-2: The calculation package describing the averaging permanent deflection was to be submitted with the second batch of the responses, and the steps were not provided in FSAR.

Holtec's actions: 1) Revise FSAR table 3.II.4.14 step 7 to include a reference to a specific revision of the calculation package, and clarify that the averaging is along the width. 2) Ensure the example provided in the calculation package is the most limiting example, and include information on the extent of exceedance.

RAI 4-3: Some deceleration values were not provided in the FSAR.

Holtec's actions: 1) Review deceleration information in FSAR, and add lid deceleration information as needed. 2) Clarify deceleration is important in overpack versions E/E1 to evaluate alloy X basket which is not part of the overpack model. 3) Add qualification of peak deceleration in FSAR.

RAI 4-13: Staff and Holtec discussed the justification for changing fuel assembly weight for MPC-32M.

Holtec's actions: 1) Consider peak deceleration and how they are influenced by fuel weights and mass of overpack. 2) Add the discussion to RAI response and include some of the responses to the FSAR and/or calculation package.

AC/Q-12: Staff and Holtec discussed the proposed change to center of gravity described in the Summary of Proposed Change (SOPC).

Hotlec's action: Revise SOPC to add/clarify stability analysis text change.

Additional Holtec action: Per discussion in previous clarification call, review text in FSAR Supplement 3.II to ensure consistency.

The actions for RAI 4-13 may take a little longer. Staff will follow up with Holtec on the delivery date for the remaining RAI responses.
