Regulatory Framework for Microreactor Transport Fire Risk Assessment You and your immediate supervisor are requested to sign the last page of this memorandum and return it to me within 7 calendar days to acknowledge your acceptance of this appointment as a GOR.
The Grants Officer (GO) is the exclusive agent of the Government with authority to enter into and administer grants and financial assistance awards. Thus, the GO has the responsibility to see that all requirements of law and regulation are followed. However, as the GOR, you are delegated the authority to monitor the technical effort being performed under the following area(s) of the grant/financial assistance award:
As the GOR for this award you have a crucial and fundamental role in protecting the integrity of the Acquisition Process. Accordingly, in accordance with the 2 CFR 200 and procurement ethics and integrity standards, you shall not disclose:
Information not available to the public under the Freedom of Information Act.
Information protected under the Privacy Act, Trade Secrets, and classified material.
You are encouraged to contact the Contracting Officer, NRC Project Officer, and the Office of the General Counsel regarding any questions or concerns pertaining to standards of conduct, procurement integrity, or issues particular to the assigned award.

Grant Officers Representative (GOR) Delegated Authority and Limitations:
Your authority under this award is limited to performing the delegated functions listed below.
Your delegated responsibilities as the GOR are to:
- 1) Maintain liaison and direct communications with the recipient while keeping an arms-length relationship with the recipient in the interest of grant integrity as well as sound award management.
- 2) Keep the Project Officer fully informed of any technical and contractual difficulties encountered during performance. You should also advise the Project Officer of any potential problem area(s) under the award.
- 3) Monitor the recipients performance of your assigned area. Document to Project Officer whether the recipient is performing the technical requirements of the award and inform the GO and Project Officer of any failures to do so.
- 4) Perform, or cause to be performed, inspections necessary in connection with the award, and verify that the recipient has corrected all deficiencies and report all information to the Project Officer.
- 5) Evaluate proposals for and participate in negotiation of changes, modifications at Project Officers request.
- 6) Document actions taken and decisions that you have made as the GOR and maintain adequate records to sufficiently describe the performance of your duties as the GOR during the life of the award. Provide the Project Officer with access to your files. At a minimum, the GOR file should contain copies of the following:
GOR delegation and appointment memorandum and acknowledgement from me, a copy of any changes to that letter and a copy of any termination letter(s).
A copy of the grant/financial assistance award and any modifications thereto All correspondence initiated by authorized representatives concerning performance of the grant/financial assistance award (including letters, emails, and meeting minutes)
Records of conversations with the recipient A record of inspections performed and the results Reports
- 7) Advise Project Officer in advance of any scheduled meetings with the recipient.
- 8) Perform inspection and recommend acceptance of any work required under the grant/financial assistance award, including the review and approval of reports and assisting the GO with grant/financial assistance closeout activities as requested by the
Project Officer. GOR responsibilities are not completed until the closeout process is completed.
- 9) Monitor, and document recipient performance in accordance with 2 CFR 200 and Acquisition Management Division procedures. Provide this information to the Project Officer.
- 10) Written communications with the recipient that may impact the grant/financial assistance award terms and conditions, including recipient request letters, must be furnished to me (or subsequent GO). Prior GO concurrence may be required for some correspondence, while other correspondence (e.g., changes to the terms and conditions, funding or schedule of the contract) may be forwarded to the recipient only with my (or subsequent GOs) authorization and signature. Provide to the Project Officer a copy of all written communication as described in this section.
- 11) Conduct business dealings with the recipient in a manner above reproach in every aspect and protect the U.S. Government's interest, as well as maintain its reputation for fair and equal dealings with the recipient.
- 12) You may be required to complete the annual Confidential Financial Disclosure Report (OGE Form 450), if required to do so by your office as directed in Management Directive 7.6.
In your capacity as GOR, you DO NOT have the authority to:
Award, agree to, or sign any grant or financial assistance award. All agreements, commitments, or modifications shall be made only by a GO. You may be personally liable for unauthorized acts. You may not re-delegate your GOR authority.
Make any commitments or otherwise obligate the Government or make any changes to the grant/financial assistance agreement scope.
Grant deviations from or waive any of the terms and conditions of the award (includes cost, schedules, and/or performance).
Impose or place a demand upon the recipient to perform any task or permit any substitution not specifically provided for in the award.
Increase the dollar limit of the award or authorize work beyond the dollar limit of the award or authorize the expenditure of funds.
Give direction to the recipient or to their personnel except as provided for in the award.
Change the period of performance.
Authorize the purchase of equipment, except as authorized by the award.
Authorize the furnishing of Government property, except as required under the award.
Approve shifts of funding between line items of the budget.
Approve travel and relocation expenses over and above that provided for in the award.
A key agency responsibility is to thoroughly review the technical progress reports to ensure they meet the requirements. Mutual cooperation is essential to the success of the grant/financial assistance award. Your appointment as GOR shall remain in effect through the life of the award unless sooner revoked in writing by me (or subsequent GO) or a request for replacement is submitted via a ZEROREQ in STAQS. Any revocation of your GOR appointment shall be in writing. If your appointment is revoked for any reason before completion of the grant/financial assistance award, turn your records over to the successor GOR or obtain disposition instructions from me (or subsequent GO). If you are reassigned or separated from service, request termination and relief from your duties from me (or subsequent GO) sufficiently in advance of your reassignment or separation to permit timely selection and appointment of a successor GOR. Notify the Project Officer of any changes to your appointment.
If you have or may have direct or indirect financial interests which would place you in a position where there is a conflict between your private interests and the public interests of the United States, you shall immediately advise your supervisor, Project Officer, and me (or successor GO) of the conflict so that appropriate action may be taken. You shall avoid the appearance of such conflict to maintain public confidence in the Governments conduct of business with the private sector.
