TELECONFERENCE

SUMMARY

BETWEEN U.S. NUCLEAR REGULATORY COMMISSION, LOWER SIOUX INDIAN COMMUNITY, AND SHAKOPEE MDEWAKANTON SIOUX COMMUNITY On November 7, 2024, a teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives from the Lower Sioux Indian Community and the Shakopee Mdewakanton Sioux Community. The purpose of the teleconference was to consult under Section 106 of the National Historic Preservation Act of 1966 related to NRCs environmental review of the subsequent renewal application of the Monticello Nuclear Generating Plant, Unit 1 (Monticello) operating license. In a letter dated March 13, 2023, the NRC informed the Lower Sioux Indian Community and the Shakopee Mdewakanton Sioux Community that in accordance with Title 36 of the Code of Federal Regulations (36 CFR)

Section 800.8(c), the NRC intends to comply with Section 106 of the National Historic Preservation Act of 1966 through the National Environmental Policy Act process (Agency Documents Access and Management System ML23069A280). No members of the public were in attendance as this was a government-to-government meeting.

During the teleconference, the NRC staff discussed the following:

a Monticello site visit can be supported on November 25, 2024; the site visit will include a discussion to update Xcel Energys (applicant) fleet procedures to include notification to the Dakota Tribes prior to ground disturbing activities that would occur in areas of higher potential for intact archaeological deposits, and an invitation for the Tribes to monitor such activities; completion and publication of the final Monticello Environmental Impact Statement is expected in November 2024; and details related to an agenda and logistics of the November 25th site visit would be provided via email to participants.

The Lower Sioux Indian Community and the Shakopee Mdewakanton Sioux Community confirmed their availability to attend a site visit on November 25, 2024.
