TURKEY POINT 2024301 OPERATING TEST ADMINISTRATIVE REVIEW In a letter received on September 30, 2024, Senior Reactor Operator (SRO) Applicant Mr.
Benjamin Hansen requested an administrative review of one Administrative Job Performance Measure (JPM) on the SRO portion of the 2024-301 Turkey Point operating test. Specifically, in accordance with the May 2023 revision of Operator Licensing Manual Chapter (OLMC)-500, Processing Requests for Administrative Reviews and Hearings, Region II was requested to provide a review of the contested item for consideration by the review team. Region IIs review is enclosed with this memorandum.
After analysis of Mr. Hansens contentions, Region II recommends sustaining the original grading as well as sustaining the original failure of the operating test. The basis of this recommendation is that the Initial Conditions in the JPM pertaining to airborne radioactivity were clearly stated and the applicants answers on the JPM, and his confirmation of those answers during the general discussion after completing the JPM, confirmed he incorrectly determined potassium iodide (KI) should be issued to members of a personnel rescue team.
The applicant did revise his answers; however, the applicant revised his answers only after the JPM was considered complete and the examiner commenced asking leading questions to try to further understand his incorrect answers.
