ADVANCE Act Implementation:

Fuel Cycle Facility Impacts NOVEMBER 13, 2024

ADVANCE Act Implementation FUEL CYCLE FACILITY PERSPECTIVE NEI submitted a letter on October 28, 2024, with various recommendations for the NRC to implement the ADVANCE Act with as much impact as possible The letter contained three specific suggestions from the Fuel Cycle Facility industry:

Require precedent reviews in licensing actions 2.

Establish licensing project health metrics for NMSS 3.

Increase transparency and improve accountability

Require precedent reviews in licensing actions Potential Benefits Narrowed focus of review activity to what is unique and different Avoids duplication of efforts by staff Allows consideration of prior conclusions reached by staff in previous application reviews Fosters a learning environment for junior staff Propagates institutional knowledge

Establish licensing project health metrics for NMSS Potential Benefits Creates a baseline option for new applicants or major amendment requests, with an option for fewer or additional metrics Better track problem areas across applications unlocking the potential for more efficient application of resources Identify areas of success Increase accountability of both applicant and regulator Uses and builds on the dashboard approach implemented for some current applications and NRR

Increase transparency and improve accountability of licensing reviews through routine leadership discussions Potential Benefits Implements metrics employed by the previous recommendation Provides a data-driven approach and better visibility of the NRCs staffs progress Aligns with project and program management standard reporting methods Provides a forum for drilling down on problem areas within the application and its review Increased accuracy of estimate-to-complete values for reviews
