- Kim, Aer the issue below was "nally resolved (thanks for pushing through what is a no never mind for all applicants, except Holtec), I have to tell you that at least one of the RAI responses is also not acceptable. Thus, we will have a 2nd round of RAIs.
What is more concerning (a 2nd round is never welcome by any applicant but somemes necessary) is the fact that Holtec connues to submit SARs that do not re"ect the quality that should be the hallmark of your organizaon. Just a few examples pertaining to HI-STAR 80:
- 1.
The NCT load case N2 has been reanalyzed -HI-2167023-R6. The reasoning for this revised analysis is not given in the SAR or this updated calculaon package. There is also no discussion indicang this analysis was revised in the updated SAR.
- 2.
The stress intensity results in Table 8.3 of Enclosure 5 have been updated with the results of this revised analysis; however, the results of Table 2.6.6 of the SAR have not been updated to re"ect the new calculated stress intensity values and safety factors.
- 3.
Figures 8.10.1 through 8.10.10 of Enclosure 5 have been updated with the results of this revised analysis; however, Figure 2.6.5 of the SAR has not been updated to match Figure 8.10.2.
- 4.
The previous version of Appendix H from HI-2167023-R5 documented 4 analyses with 2 analyses stated to be consistent with the F-32 basket paral loading paern considered in the shielding analysis. The updated Appendix H from HI-2167023-R6 no longer documents these 2 analyses. No explanaon is given.
And I am telling you this aer having been your Part 71 PM for 15 years, because Holtec has to quickly reinvent itself before Management tells me to ocially reject applicaons. Please share my concerns to those who can make such a change.

Submial of Responses to Request for Addional Informaon for Review of Licensing Amendment Request 9374-2 for HI-STAR 80 Transportaon Package
- Kim, The response to RAI #1 is unacceptable. Tolerances have to be on the licensing drawings, i.e., not buried in some separate report to ensure readability of the drawings. Drawings are a CoC condion and cannot contain only nominal dimensions. Removing tolerances from drawings obscures the truth (thinking of stacking tolerances for shielding or shrink "ng as an example) and Holtec will not be the only applicant doing this.
Opon 1: Holtec is to expect a second round of RAIs with this RAI #1 (assuming all other responses are OK). No CoC to be issued unl tolerances are on the drawings.
Opon 2: Holtec is to supplement right away this submial in accordance with the appropriate response to RAI#1.
