SUMMARY
BETWEEN THE U.S.
NUCLEAR REGULATORY COMMISSION AND THE MILLE LACS BAND OF OJIBWE On October 29, 2024, a teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives from the Mille Lacs Band of Ojibwe. The purpose of the teleconference was to continue consultation under Section 106 of the National Historic Preservation Act of 1966 related to NRCs environmental review of the subsequent renewal application of the Monticello Nuclear Generating Plant, Unit 1 (Monticello) operating license. No members of the public were in attendance as this was a government-to-government meeting.
During the teleconference, the NRC staff informed the Mille Lacs Band of Ojibwe that Xcel Energy (applicant) has updated fleet procedures to address comments raised by the Mille Lacs Band of Ojibwe during the September 17, 2024, site visit. The NRC staff also discussed that it is actively working on finalizing the Environmental Impact Statement (EIS) and presented how the EIS will be updated to reflect the September 17, 2024, site visit.

During the teleconference, the Mille Lacs Band of Ojibwe reviewed the information from the September 17, 2024, site visit that will be added to the EIS. During the teleconference, the Mille Lacs Band of Ojibwe confirmed that the draft summary from the September 17, 2024, site visit the NRC staff provided via email did not contain information that should be withheld from the public domain and accurately reflected the discussions held that day. Furthermore, the Mille Lacs Band of Ojibwe stressed the importance of the history of the site and stated that Xcel Energys procedures should notify Tribes that have historic ties to the Monticello site, not just the Mille Lacs Band of Ojibwe, to monitor ground disturbing activities.
