SUMMARY

OF SEPTEMBER 30, 2024, PUBLIC OBSERVATION MEETING WITH ENTERGY OPERATIONS, INC. ON USE OF DECOMMISSIONING FUNDS FOR DISPOSAL OF MAJOR RADIOLOGICAL COMPONENTS (EPID L-2024-LRM-0101)

On September 30, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff held a public observation virtual meeting with Entergy Operations, Inc. (the licensee). The purpose of the meeting was to discuss the use of decommissioning trust funds (DTFs) for disposal of major radiological components (MRCs) for Arkansas Nuclear One, Units 1 and 2 (ANO-1 and ANO-2, respectively). The meeting notice and agenda, dated September 17, 2024, are available in the NRCs Agencywide Documents Access and Management System (ADAMS) at Accession No. ML24261B989. During the meeting, the licensee discussed its plans to submit an exemption request to allow use of DTFs for disposal of MRCs. They are the first licensee to submit this type of an exemption request after issuance of Interim Staff Guidance (ISG) REFS-ISG-2024-01, Use of the Decommissioning Trust Fund During Operations for Major Radioactive Component Disposal, on August 5, 2024 (89 FR 63447). This ISG provides guidance for NRC staffs review of exemption requests for use of DTFs to dispose of MRCs during operations.

The licensee provided background information to explain why they are submitting the exemption request and discussed the cost estimates and cash flow analyses that will be submitted.

Entergy is planning to replace ANO-2 reactor vessel closure head (RVCH) in 2026 to support extended operations. The replacement RVCH will be more resistant to primary water stress corrosion cracking than the current RVCH, which is near the end of design life and susceptible to age-related degradation. Existing onsite storage for major radioactive components is at capacity.

ANO-1 original RVCH is stored in a mausoleum. ANO-1 and ANO-2 original steam generators (SGs) are also stored on site. The licensee provided its disposal plans for components in long term storage. Entergys exemption request will seek approval to use ANO-1 DTFs (up to $14.5 million) to dispose of the ANO-1 RVCH and SGs and to use the ANO-2 DTFs (up to $14.5 million) to dispose of the ANO-2 SGs, all while ANO-1 and ANO-2 continue licensed operation.

The licensee plans to submit the request in November 2024 and requests NRCs review be complete by August 2025.

The NRC staff did not make any regulatory decisions at the meeting. Members of the public were in attendance. Public Meeting Feedback forms were not received.
