FUEL CYCLE FACILITY INSPECTION PROGRAM SELF-ASSESSMENT - MATERIAL CONTROL AND ACCOUNTING, PHYSICAL SECURITY, AND INFORMATION SECURITY This memorandum provides the results of the U.S. Nuclear Regulatory Commission (NRC) staffs self-assessment of the effectiveness of the Fuel Cycle Facility Inspection Program in the areas of Physical Security, Information Security (INFOSEC), and Material Control and Accounting (MC&A) which includes enhancements that were implemented in early 2021 as part of the Smarter Inspection Program (SIP). As described in memorandum dated March 29, 2021 (Agencywide Documents Access and Management System Accession No. ML21029A332), staff implemented the enhancements to the Fuel Cycle Facilities Inspection Program.

The self-assessment team included representation from the Office of Nuclear Material Safety and Safeguards, the Office of Nuclear Security and Incident Response, and the Region II Office, the region that conducts all fuel cycle facility inspections for the NRC. The results of the self-assessment (enclosed) show that the Fuel Cycle Facility Inspection Program is effective in achieving its program goals.

2 OFFICIAL USE ONLYSECURITY-RELATED INFORMATION The self-assessment team concluded that the Fuel Cycle Facility Inspection Program is effective, and developed recommendations that the team believes will further enhance the program. These enhancements will be shared with the ADVANCE Act 507 implementation working group.
