Id say its up to senior leadership whether a memo is necessary. Personally Id be comfortable making the shift based on this email chain which I can have added to ADAMS.
We might want to include it in IMC 2650, but thats not likely the place people will go. Recommend also adding to 2600 somehow.

I have not problems with it. If the IMC 0307 contains that level of detail, we should probably ask DFM to consider adding it in IMC 2650 - which should be our analog to 0307.

Annual Objectivity Visits
ROI 2213, MANAGEMENT OVERSIGHT OF INSPECTION AND LICENSEE ACTIVITIES requires fuels BC site visits with each inspector and at each site once per year. We have been doing those visits based on a fiscal year since at least 2014 per the tracking spreadsheets available in the DFFI Management sharepoint. Tracking on a fiscal year is a bit more cumbersome than a calendar year since we put the inspection program together on a calendar year basis (you probably saw Toms email recently).
I reached out to DORS and they are working to a calendar year based on IMC 0307, App A. Fuels does not have an analogous IMC to my knowledge so we are only working to the ROI as far as I can tell.
This doesnt appear to be reported as an Op Plan metric (and Im not asking that we consider doing that). Wanted to see if there were any concerns with shifting to a calendar year starting in CY 2025?
