Specifically, I request access to the following documents: 1. The full text of the winning proposal submitted for this contract, with minimal redactions to ensure the substance of the proposal is understandable and usable. 2. and I am open to receiving redacted versions where necessary. However, I respectfully request that redactions be kept to a minimum, in line with 5 U.S.C. § 552(a)(8), which mandates that agencies release any reasonably segregable portion of a record after redacting the exempt portions.

Excessive redactions that render documents unusable undermine the intent of the FOIA to promote transparency. Office of Nuclear Reactor Regulation Items of Interest Week Ending October 25, 2024 The Office of Nuclear Reactor Regulation (NRR) Met with Holtec Decommissioning International (HDI) to Discuss Their Plans to Close Out Generic Letter (GL) 2004-02 for Palisades Nuclear Plant On October 24, 2024, the Office of Nuclear Reactor Regulation (NRR) held a public meeting with Holtec Decommissioning International, LLC (HDI), to discuss their plans to close-out Generic Letter (GL) 2004-02 Potential Impact of Debris Blockage on Emergency Recirculation During Design Basis Accidents at Pressurized-Water Reactors for Palisades Nuclear Plant.

HDI stated that they evaluated the different closure options, and a risk informed approach was selected, though additional testing and calculations are being done to see if the alternate break methodology can be used. HDI plans to send in a closure plan letter in the 4th quarter of 2024 and the final response and close-out letter to GL 2004-02 in 2nd quarter of 2026. The meeting was attended by about 60 people, including three news outlets.
