OF THE AUGUST 12, 2024, U.S. NUCLEAR REGULATORY COMMISSION PUBLIC OBSERVATION MEETING WITH INDUSTRY DISCUSSING CLARIFICATION ON REQUESTS FOR ADDITIONAL INFORMATION FOR TOPICAL REPORT PWROG-22021, REVISION 0 (EPID L-2023-TOP-0060)
On August 12, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff held a virtual public meeting with the Pressurized Water Reactor Owners Group (PWROG). The purpose of the meeting was to provide clarification on NRCs requests for additional information (RAIs) associated with the review of Topical Report (TR) PWROG-22021-NP Revision 0, Justifications for the Proposed Changes to the Quadrant Power Tilt Ratio Technical Specifications. By letter dated December 4, 2024, TR PWROG-22021-P/NP was transmitted for NRC review and approval on December 4, 2023, and supplemented the TR on August 28, 2024 which is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML24241A052. The PWROGs draft responses to the RAIs associated with this TR review can be found at ADAMS Accession No. ML24198A230. The TR proposes changes to NUREG-1431, Standard Technical Specifications Westinghouse Plants, that would perform the following: (1) add a NOTE to the Limiting Condition for Operation (LCO) for Technical Specification (TS) 3.2.4 so that the LCO will not be applicable prior to performing the incore-excore calibration during initial core startup; (2) add an alternate action if the Quadrant Power Tilt Ratio exceeds the LCO limit of 1.02; (3) consolidate Surveillance Requirements (SRs) 3.2.4.1 and 3.2.4.2; and (4) delete Required Actions D.1.2, D.2.1, and D.2.2 in TS 3.3.1. As a result of the technical review of TR PWROG-22021, Revision 0, the NRC requested additional information to complete the technical review of the TR.

During the meeting, the NRC staff provided clarification on RAIs and PWROG representatives discussed draft RAI responses. The PWROG representatives stated that they would prepare final responses based on the information provided at the meeting.
At the conclusion of the meeting, there was an opportunity for the public to provide comments and ask questions. It was noted that no public comments were received.
