SUMMARY
OF SEPTEMBER 23, 2024, PRE-APPLICATION MEETING WITH GLOBAL LASER ENRICHMENT, LLC. FOR THE ENVIRONMENTAL REPORT FOR THE PADCUCAH LASER ENRICHMENT FACILITY IN MCCRACKEN COUNTY, KENTUCKY The staff of the U.S. Nuclear Regulatory Commission (NRC) conducted a closed hybrid meeting (in-person and virtual via Microsoft Teams) on September 23, 2024, from 10:00 a.m. to 12:00 p.m. The purpose of the meeting was to discuss site investigations and environmental studies for Global Laser Enrichment, LLC.s (GLE) planned commercial uranium enrichment facility to be located in Paducah, Kentucky. The meeting provided the NRC and GLE staff with a forum to discuss the licensing process, gain an understanding of the planned contents of the application, and allow GLE to share updates on their ongoing site investigations. The GLE to provide updates on the development of its environmental report for its planned license application (LA) for a new commercial uranium enrichment facility to be sited in Paducah, Kentucky adjacent to the U.S. Department of Energy (DOE) Paducah site which formerly hosted a gaseous diffusion plant.

OFFICIAL USE ONLY - PROPRIETARY INFORMATION GLE described the Paducah Laser Enrichment Facility (PLEF) site, surrounding area, and proposed project area. GLE further explained the delivery corridor from the DOE site to the proposed facility, a potential National Pollutant Discharge Elimination System outfall, the PLEF footprint, and parcel boundary. GLE also explained the purpose and need for the PLEF and alternatives considering their contractual relationship with the DOE.
GLE provided an updated status of their field activities related to the PLEF, which included the following items:

ALTA Survey Cultural & Historical Surveys Subsurface Characterization GLE and the NRC staff discussed permits that may be necessary for GLE to acquire before an NRC-licensing decision can be made. GLE also reviewed nearby residence locations and described the drinking water source for the community.
GLE also provided an update on their soil and geology investigations, their ground water monitoring well location plan, and interaction with the known contamination at the DOE site.
GLE also shared their analysis of scenarios involving potential radiological exposures (e.g.,
cylinder yards, effluents, workers) which have been informed by the DOE Paducah Gaseous Diffusion Plant Annual Site Environmental Report.
NRC staff summarized the timeline for completing the environmental impact statement and activities that staff would anticipate conducting if the environmental report is submitted ahead of the LA including, site visits, requests for supplemental information, and outreach under Section 106 of the National Historic Preservation Act prior to formally accepting the LA.
GLE restated their intent to submit their environmental report around December 2024, with supplements in the first calendar quarter of 2025. They also plan to submit the safety and safeguards analysis report by June 2025. GLE has also requested an additional pre-application meeting regarding the integrated safety analysis and nuclear criticality portions of the LA to be scheduled in December 2024.
