REQUIREMENT: The regulation in 10 CFR 51.45(b) requires, in part, that an environmental report shall contain a description of the affected environment. Regulatory Guide 4.2, Supplement 1, Revision 2 states that the Historic and Cultural Resources section of the environmental report should include a description of all past and current historic and cultural resource investigations conducted to identify historic and cultural resources within and surrounding area of potential effect and documentation of field methods used to identify historic and cultural resources within the area of potential effect.
ISSUE: On September 13, 2024, Xcel Energy submitted a response to a request for additional information (RAI) related to the application environmental review for subsequent license renewal for the Monticello Nuclear Generation Plant, Unit 1. The RAI requested that if any cultural resource surveys were conducted prior to the construction of an additional storage pond to please provide a copy of the survey results. The response identified that a Phase 1 Archaeological Survey was conducted and that no cultural resources were identified.
REQUEST: Please provide a copy of the Phase 1 Archaeological Survey report.

Xcel Energy (Xcel) contracted Westwood Professional Services, Inc., (Westwood) to conduct a Phase I Archaeological Reconnaissance Survey for the proposed Pond 2 Project (Project) at the Monticello Nuclear Generating Plant (MNGP) in The City of Monticello in Wright County, Minnesota. The Pond 2 Project Area is proposed to be located in Section 33 of Township 122 N, Range 25 W. MNGP is proposing to construct a new retention pond with associated facilities including rerouting sewer lines. The archaeological Area of Potential Effect (APE) includes the 11. 96-acre Project Area where Pond 2 is proposed to be constructed as well as 3595 feet of associated rerouted sewer lines (Exhibit 1; Exhibit 2).
Survey extended beyond the Pond 2 location to provide flexibility in design. A total of 11. 96 acres was surveyed. The survey was conducted to comply with current and proposed MNGP procedures.
Mr. Dean Sather, MA, RP A, meets the Secretary of Interior's Professional Qualification Standards for archaeology as stipulated in 36 C.F.R. Part 61 and serves as Principal Investigator for the Project. Mr. Ryan Steeves, MA, RP A, also meets the Secretary of Interior's Professional Qualification Standards for archaeology as stipulated in 36 C.F.R. Part 61. He served as co-Principal Investigator for the Project and conducted the field investigations. Westwood Cultural Resource Manager Ryan P. Grohnke, RA, conducted the literature review, assisted in preliminary field investigations, and managed the Project. Archaeological Technician Lindsay Schwartzkopf assisted in field investigations.
The Project Area is located in Wright County in SHPO Region 4s, Central Lakes Deciduous South.
Prehistoric camp sites in this region are generally located near lakes, rivers, and other water sources with resource procurement sites located anywhere the resource could be found (Anfinson 1990). Early and Early Middle Prehistoric site location patterns are not well known, but by the Late Middle Prehistoric large village sites were found on major lakes, with smaller campsites found along major rivers and large lakes. By the Late Prehistoric period, much of the region was only used for resource procurement with villages generally near wild rice beds (Gibbon et al.
2002).

Most village sites during this period would have been located near wild rice beds similar to the Late Prehistoric. French fur traders began to move into the region in the late 1600s and established posts along major rivers and lakes (Gibbon et al. 2002).
Literature Review In October and November 2023, Westwood Cultural Resource Manager Ryan Grohnke Westwood Architectural Historian Sara J. Nelson completed a comprehensive literature search for MNGP facility and surrounding lands. Mr. Grohnke requested a database search from the SHPO and obtained archaeological site locations through a review of the OSA online Portal. Historic structure and cultural resource survey information was acquired through a review of records at SHPO. Additional historical resources including maps and aerial photography were viewed for the Study Area.
This literature search was updated in May and June 2024 for the APE. The updated literature review Study Area comprised the APE and a surrounding one-mile buffer.
No previously recorded archaeological sites have been identified in the APE or a one-mile buffer.
The MNGP property was inventoried as a potential historic district (WR-MCC-00052), along with 27 of its individual historic-age resources (WR-MCC-021-047) in 2023 by SEARCH, Inc. The intensive survey resulted in the recommendation that MNGP is Not Eligible as a historic district, and its individual resources are also Not Eligible. Within the one-mile buffer of the Project, US Trunk Highway 52 runs generally parallel to the Mississippi River and along the MNGP property's southwestern boundary. According to its inventory form in MnSHIP, in 2022 it was "Considered Not Eligible for Purposes of [Section] 106." Two houses (WR-MCT-004, SH-BKT-009), one farmstead (SH-BKT-017), and two bridges (WR-MCT-003, WR-MCT-006) have been previously recorded within the one-mile buffer. These five resources are each either Considered Not Eligible or Unevaluated for the NRHP in MnSHIP records. There are no NRHP listed or Eligible properties located within one mile of the Project.
Initial Investigations Ryan Grohnke and Ryan Steeves conducted the Phase I Archaeological Reconnaissance Survey of the Initial Groundwater Pond Investigations to determine the potential for buried soils within the Project Area. A total of five shovel tests were completed on May 30, 2024, each shovel test extending beyond the culturally sterile level, and completed with a bucket auger to 305 cm or 10 feet in depth, with the exception of Pond Initial 4 which was determined to be within a modified wetland (Appendix A). All five shovel tests were completed in predetermined locations where soil borings were to take place (Exhibit 2). It was determined that buried soils were not present within the Project Area.
Full Investigations Ryan Steeves and Lindsay Schwartzkopf conducted a Phase I Archaeological Reconnaissance Survey of the proposed Pond 2 Project APE from June 3 to June 5, 2024. Field survey methods
Monticello Nuclear Generating Plant Docket 50-263 July 9, 2024 Page 3 L-MT-24-038 Enclosure 01 Page 3 of 50 consisted of shovel testing at 15-meter intervals conducted in a grid pattern for a total of 171 shovel tests, along with visual reconnaissance of the Project Area (Appendix A; Exhibit 2).
Multiple major disturbance areas exist within the Project Area. These disturbances include a sewer line running northwest/ southeast through the center of the Project Area. The north-central portion of the project has a retention pond built in, the area around the pond has been bermed and scraped. The northeastern portion of the Project Area is sloped up to a roadway and has been scraped. Within the southeastern portion of the Project Area, a small wetland and drainage has been constructed. A parking area and three transmission towers are in place along the western boundary of the Project Area and the planned sewer line. The adjacent area shows signs of heavy disturbance as well. Along the eastern portion of the planned sewer line, the entirety of the area has been modified to construct a small road and three transmission towers are place.
Representative photos of all disturbances are provided as an attachment (Appendix B). Weather was warm and clear for the duration of this portion of the Project.
Ryan Steeves and Lindsay Schwartzkopf continued Phase 1 Archaeological Reconnaissance Survey on two additional sewer line reroutes on June 21, 2024. A portion of each sewer line had been previously tested as they intersect with the Pond 2 Project APE. An additional seven shovel tests were completed at the segments of line that fall outside of the initial survey in undisturbed locations. Segments of line were previously disturbed, as they ran through roadways and parking areas, as well as under transmission towers; these locations were not tested. Weather was overcast and cool, with a light rain intermittent throughout the day. Representative photographs are provided as an attachment (Appendix B). No archaeological resources were observed during the field investigation.
Results and Recommendations No cultural resources were identified during the archaeological survey of the APE. Westwood recommends that the Project may proceed as planned and no additional archaeological investigations are warranted within the APE.
Westwood stresses that if construction plans are altered to include areas not previously surveyed, those locations must be examined for cultural resources. Although an archaeological survey was completed, the possibility of unidentified resources remains. Minnesota Statute 307.08, the Private Cemeteries Act, prohibits the intentional disturbance of human burials. If human remains are encountered during construction activities, all ground disturbing activity must cease and local law enforcement must be notified.

REQUIREMENT: Section 106 of the National Historic Preservation Act directs Federal agencies to involve consulting parties in findings and determinations made during the Section 106 process.
ISSUE: On September 17, 2024, NRC staff coordinated a site visit to the Monticello site and conducted a walkthrough with the Mille Lacs Band of Ojibwe, a consulting party, through a portion of the Monticello site. As part of the site visit, the Mille Lacs Band of Ojibwe reviewed Xcel's fleet procedure on the protection of cultural resources and provided comments. Specifically, they identified an attachment within the procedure that could be revised and that there should be some kind of administrative mechanism to prevent the removal of the recent procedure updates that notify and invite the Mille Lacs Band of Ojibwe to monitor ground disturbing activities. Xcel Energy stated that they will revise the procedure to provide clarification in the areas commented on and to find an administrative mechanism to prevent changes to the recent updates that have resulted from consultation.
REQUEST: Discuss if and how the procedure was updated in response to the comments provided by the Mille Lacs Band of Ojibwe and/or any actions taken. If changes were not made to the procedure in response to comments, discuss the reason for this.

The procedure was updated to provide clarification in the areas commented on by the Mille Lacs Band of Ojibwe and to add the administrative mechanism that prevents changes to the recent updates that have resulted from consultation.
