Title:

Proposed Rule Generic Environmental Impact Statement for Licensing of New Nuclear Reactors Meeting Identifier: 20241280 Date of Meeting: November 14, 2024 Location: Webinar Type of Meeting: Comment-Gathering Public Meeting Purpose of the Meeting:

The U.S. Nuclear Regulatory Commission (NRC) discussed the proposed rule to amend its environmental protection regulations that govern the NRCs environmental reviews under the National Environmental Policy Act of 1969 (NEPA). The proposed rule would codify the findings of the Generic Environmental Impact Statement for Licensing of New Nuclear Reactors, Draft NUREG-2249 (NR GEIS). The NRC staff provided information and received public comments on the proposed changes to NRC regulations, the NR GEIS, and associated guidance.

General Details:

The NRC conducted a virtual public meeting scheduled from 6:00 p.m. - 9:00 p.m. eastern time that ran approximately 40 minutes. The meeting was attended by 28 people, including NRC staff and members of the public. Meeting attendees included representatives from the nuclear industry (e.g., Nuclear Energy Institute), other stakeholder organizations (e.g., EPA, Idaho National Laboratory) and unaffiliated members of the public. The meeting consisted of an NRC presentation on the topics covered in the proposed rule, a question and answer session where the public was invited to pose questions to the NRC to receive any needed clarifications on the presentation, and a comment session where the public was invited to provide comments on the proposed rule and associated guidance documents.

Summary of NRC Presentation:

The meeting began with an NRC presentation on the development and issuance of the draft NR GEIS, and Proposed Rulemaking. Lance Rakovan of the NRC opened the meeting and introduced himself as the meeting facilitator. Mr. Rakovan discussed the purpose of the meeting and the agenda. Mr. Rakovan then introduced Mr. Christopher Regan, Director of the NRCs Division of Rulemaking, Environmental, and Financial Support, to give the opening remarks.

2 Mr. Regan discussed what the NRC does, and the NRCs mission and strategic plan. Mr. Regan encouraged public participation during the meeting and then turned the presentation over to Ms.

Stacey Imboden.

Ms. Imboden discussed the purpose of the NR GEIS and its development. Ms. Imboden discussed the methodology used to develop the plant parameter envelopes and site parameter envelopes which are the basis of the NR GEIS, described Category 1 and Category 2 issues, and presented the preliminary findings of the NR GEIS. Ms. Imboden discussed implementation of the NR GEIS by applicants and NRC staff before introducing Mr. Stewart Schneider, the rulemaking project manager.

Mr. Schneider summarized the proposed amendments to Part 51 of Title 10 of the Code of Federal Regulations, discussed the supporting guidance documents, how to access the supporting documents, and noted the findings of the regulatory analysis. Mr. Schneider explained the rulemaking schedule and milestones, and the specific requests for comment on the proposed rulemaking. Mr. Schneider also described the different methods for submitting comments and the end date for the public comment period. Lastly, Mr. Schneider identified the multiple NRC points of contacts for this rulemaking activity.

Public Feedback and Questions:

The NRC staff then opened the meeting for feedback and questions. Mr. Rakovan explained how to provide questions and comments. Members of the public asked clarifying questions on the presentation.
