SUMMARY
OF OCTOBER 9, 2024, PUBLIC MEETING TO DISCUSS SECTIONS OF THE NATIONAL ORGANIZATION OF TEST, RESEARCH AND TRAINING REACTORS, INC. PROPOSED NEI 23-03 GUIDANCE ON THE 50.59 PROCESS FOR DIGITAL APPLICATIONS (EPID: L-2023-NFG-0002)
On October 9, 2024, (Agencywide Documents Access and Management System Accession No. ML24255A823), the U.S. Nuclear Regulatory Commission (NRC) staff held a public meeting with the National Organization of Test, Research, and Training Reactors (TRTR) staff to continue to discuss endorsement of Nuclear Energy Institute (NEI) 23-03. A list of attendees is provided as an enclosure to this memorandum.
During the meeting, NRC and TRTR representatives discussed the NRC staff comments on the NEI 23-03 guidance of human system interface (HSI) screening and the single failure criteria as applied to non-power reactors. The group also discussed comments on the implementation guidance to perform qualitative analysis. NRC and TRTR agreed to shift the narrative to focus the HSI evaluation on the key steps upfront as opposed to later in the example. Representatives at the meeting scheduled the next meeting to review NRC comments in Enclosure A on qualitative assessment and to continue the discussion on the approach to HSI in Section 4 4.2.
