Dear Mr. Boyle:
TN Americas LLC, on behalf of Orano NPS, requests a U.S. Department of Transportation (DOT) revalidation of the French Approval Certificate F/313/B(U)F (Mbs) for the Model No. TN-BGC 1, as authorized by 49 CFR §173.473, Requirements for foreign-made packages.
The TN-BGC 1 is a Type B(U)F package that meets the applicable requirements for fissile material packages in Section VI of the International Atomic Energy Agency Regulations for the Safe Transport of Radioactive Material, SSR-6 2018 edition.
Earlier this year the DOT issued Competent Authority Certification (CAC)
USA/0492/B(U)F-96 [1], which extended French Approval Certificate of a Package Design, Number F/313/B(U)F (Lbj), until December 31, 2024.
E-63632 U.S. DOT Page 2 of 2 Subsequently, French Approval Certificate of a Package Design, Number F/313/B(U)F (Mbs) was issued on February 23, 2024, for approval of Content Nos. 7, 11, 26, 40, 50, and 52 [2,3] based on the Safety Analysis Report for TN-BGC 1 [4]. This request is to issue USA/0492/B(U)F Revision 22, and revalidate the approval of Content No. 11 and Content No. 26 with special conditions as authorized in USA/0492/B(U)F-96 Revision 21.
In support of this application for revalidation, the following enclosures are included:
x provides the French Approval Certificate of a Package Design, Number F/313/B(U)F (Mbs) in English.
x provides the French Approval Certificate of a Package Design, Number F/313/B(U)F (Mbs) in French.
x French Alternative Energies and Atomic Energy Commission (CEA) authorization for copying and external distribution.
x provides the Safety Analysis Report CEA-DES-DDSD-DTEL-SGPE-DSEM-07600 Rev. C, dated 17 January 2024 English version with attachments.
x provides a summary of changes pertaining to the updated Safety Analysis Report, NTE-24-000591-000-1.0.
TN Americas LLC respectfully requests a review and issuance of Revision 22 of the TN-BGC 1 CAC on or before December 31, 2024, in order to support export shipments later in 2025.
