Security Inspection Document Request List For In-Office Review - Humboldt Bay ISFSI Please provide the attached information for in-office inspection and review to arrive at our regional office no later than October 23, 2024. If CERTREC is an option for providing this information it is the PREFERRED option for non-SGI documents. Items may also be provided on disc, in hard copy, or a combination of both. Please do not place SGI documents and non-SGI documents on the same disc.
NOTE: DO NOT forward any SGI on flash drives as current NRC procedures prohibit using SGI on this type of media. Please properly package and mark SGI materials. Thank you in advance for your assistance.

Humboldt Bay Requirement - Inspection Procedure 81311 Phys Sec Requirements For ISFSI, Section 02.09 (dated 08/01/2022).
General: Current Physical Security Plan (PSP). A roster of current Security Guards and any support staff for the Humboldt Bay ISFSI. Any documents used for training Security Guards, such as lesson plans or other knowledge transfer method documents. A current map of the complex the ISFSI sits on and directions from the entry gate to the ISFSI.
Specific:
Any directive, procedure or lower tier guidance related to the following:
- a. personnel access authorization a1. keys, locks, combinations and associated hardware.
- b. detection and assessment b1. primary and alternate alarm station b2. testing and maintenance of physical protection systems.
- c. physical barriers used to secure the ISFSI
- d. fixed or portable communications equipment.
- e. security organization
- f. illumination
- g. security officer patrols and response
- h. compensatory measures
- i. Access Controls related to personnel and packages, and vehicles
- j. security officer training and qualification j1. Safeguards events reporting
- k. provide the most current independent audits of physical protection systems and plans ADAMS Accession ML#ML24282A700
Please have the following ready for review on-site:
- a. The current Local Law Enforcement Agency response plan or agreement
- b. Any engineering analysis used to support the PSP, such as barrier stand-off, and blast.
- c. Please have any letters of agreement completed with NSIR staff related to Security Orders compliance, and PSP approval already located to support your answers to questions that may arise.
- d. Security guard training records.
