BWX TECHNOLOGIES, INC. - NRC FEEDBACK AND OBSERVATIONS REGARDING BANR UN TRISO FUEL QUALIFICATION PLAN WHITE PAPER (EPID NO. L-2024-LRO-0000)
Dear Mr. Chapman:
By letter dated December 20, 2023 (Agencywide Documents Access and Management System Accession No. ML24004A171), BWX Technologies, Inc., submitted for U.S. Nuclear Regulatory Commission (NRC) staff review BANR-LTR-23-0603, BANR UN TRISO [Uranium Nitride Tri-structural ISOtropic] Fuel Qualification Plan - White Paper, Revision 000. This white paper describes the methodology proposed for fuel qualification regarding the BWXT Advanced Nuclear Reactor (BANR) risk reduction project under the Department of Energys Advanced Reactor Demonstration Program (ARDP). The NRC staff was asked to perform a review of this paper and provide feedback on the adequacy of the fuel design, performance requirements, and methodology regarding assessing the BANR UN-TRISO fuel as well as to identify potential technical and/or regulatory challenges in qualification of UN-TRISO particles in Silicon-Carbide (SiC) matrix.
The NRC staff completed its review of the submittal and developed the enclosed feedback and observations. The feedback and observations provided in response to the white paper are not regulatory findings regarding any specific licensing matter and are not official agency positions.
BWX Technologies, Inc., indicated that the submitted white paper is intended to be revised later as fuel qualification activities are developed and additional information becomes available. The intent is to use the white paper to support continued pre-application engagement and discussions. The NRC staff acknowledges and supports this approach to foster the development of a comprehensive fuel qualification program description. The enclosure of this letter provides the staffs detailed feedback and observations for BWX Technologies, Inc. to consider.
