OF SEPTEMBER 24, 2024, MEETING BETWEEN U.S.
NUCLEAR REGULATORY COMMISSION STAFF AND HOMESTAKE MINING COMPANY STAFF On September 24, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff held a meeting with representatives of Homestake Mining Company (HMC). The discussion focused on issuance of the environmental assessment (EA) as part of the NRCs licensing review of the proposed evapotranspiration cover design at the Grants Reclamation Project site. The staff addressed the new requirements for scheduling and issuing EAs under Section 107(g)(1)(B) of the National Environmental Policy Act of 1969, as Amended (NEPA). The NRC staff presented background information on the changes to NEPA at Section 107(g)(2), which states when the NRC determines it is not able to meet its deadline for completion of an EA, it may extend the deadline, in consultation with the applicant, to establish a new deadline that provides only so much additional time as is necessary to complete the EA. The staff identified its on-going and upcoming activities to complete the EA, including its request for additional information on historical and cultural resources which will extend the NRC staffs original completion date for the environmental review. The EA is currently scheduled to be published by May 30, 2025.
HMCs representative found this date acceptable. This memorandum constitutes the NRC staffs consultation with HMC regarding the EA deadline consistent with Section 107(g)(2) of NEPA.
