Dear Mr. Warden:
Enclosed is an application XCOM1310/03, received by the U.S. Nuclear Regulatory Commission on September 14, 2024, from Curtiss-Wright Corporation requesting Amendment No. 03 to its export license XCOM1310/01 (license amendment XCOM1310/02 was returned without action). The license presently authorizes the export of minor reactor components to the Peoples Republic of China, for use at the Haiyang Nuclear Power Plant, Units 3 and 4.
The purpose of the amendment is to: 1) add Sanmen Nuclear Power Plant, Unit 3 as an Ultimate Consignee; 2) extend the date of expiration from December 31, 2030 to September 31, 2034; and 3) revise the description of equipment for export.
Before taking action on this request, per 110.41(a)(11), and 110.42(b), we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the requested export meets the applicable criteria in the Atomic Energy Act of 1954, as amended.
Please note that the dollar amount in the application is proprietary information. The NRC will not include this information in the public records and requests that the Executive Branch agencies protect it as well.
