SUMMARY
OF THE AUGUST 13, 2024, PREAPPLICATION PUBLIC MEETING WITH SMR, LLC (A HOLTEC INTERNATIONAL COMPANY) TO DISCUSS THE SMR-300 CYBER SECURITY STRATEGY The U.S. Nuclear Regulatory Commission (NRC) held a partially closed observation public meeting on August 13, 2024, with SMR, LLC (SMR), a Holtec International Company (Holtec),
to discuss the SMR-300 cybersecurity strategy.1 SMR (Holtec) provided public and proprietary presentation slides to support the discussion during the meeting.2,3,4 This meeting summary satisfies the SMR (Holtec) request for review and feedback on its preapplication meeting materials.
Representatives from the United Kingdom Office for Nuclear Regulation (ONR) observed the meeting as part of the March 12, 2024 Memorandum of Cooperation Between the Canadian Nuclear Safety Commission, the ONR, and the NRC.

M. Hayes Preapplication engagements, including this meeting, provide an opportunity for the NRC staff to engage in early discussions with a prospective applicant to offer licensing guidance and to identify potential licensing issues early in the licensing process. No decisions or commitments were made during the preapplication meeting.
The NRC issued the public meeting notice dated August 13, 2024, and posted it on the NRC public website.5 The open session that had attendees from SMR (Holtec) and their contractors, NRC and ONR, along with members of the public. Following the NRC staffs opening remarks and introductions, SMR (Holtec) opened its presentation with the meeting agenda, purpose, and desired outcome of the meeting. The purpose was to present a high-level overview of the Holtec approach and methodology for compliance with cybersecurity regulations. The desired outcome is to obtain feedback from the NRC staff on the approach to comply with regulations and the timelines for required submittals. During the open session Holtec indicated they will use Regulatory Guidance (RG) 5.71, Revision 1, to meet the Title 10 of the Code of Federal Regulations (10 CFR) 73.54 requirements.6,7 There were no questions or comments from the public.
At the closed session NRC, SMR (Holtec), their contractors, and ONR participants discussed proprietary information. Because the entire discussion was proprietary, the summary of this discussion is also proprietary.
