Dear Mr. Warden:

Enclosed is an application, XSOU8867, received by the US. Nuclear Regulatory Commission on April 25, 2024, from Materion Advanced Materials, for the export of 400 kilograms (kgs) of thorium fluoride (ThF4) powder from Materion s supply of Th (NO3)4 and an additional 2,000 kgs of ThF4 powder made from Copenhagen Atomics supply of Th (NO3)4, for a total of 2,400 kgs of ThF4 to be exported to Denmark.

The thorium fluoride salts will be used for research and development of molten salt reactors.

Per 110.41 (a)(7), molten salt reactors are considered advanced reactors which require Executive Branch review.

Additionally, please note that assurances will be required from EURATOM on behalf of Denmark, per 110.42(a).

Before taking action on this request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the requested export meets the applicable criteria in the Atomic Energy Act of 1954, as amended.
