It is with great pleasure that I, along with my colleagues Commissioners Wright, Caputo, and

Crowell, welcome you to the U.S. Nuclear Regulatory Commissions 45th Annual Awards Ceremony. We have come together today with the purpose of specifically honoring those among us that represent the very essence of dedication, resilience, and brilliance. As we celebrate the remarkable achievements of the NRC Distinguished and Meritorious Service awardees and the Presidential Rank Award recipients, I want to take the opportunity to reflect on the incredible legacy of public service that our honorees represent.

In approaching our 50th anniversary as an agency, it is important to recognize the strength of commitment and boundless passion our employees contribute to the Nation. As the nuclear landscape changes rapidly around us, the steadfast example provided by our awardees reflects the core values of the agencys promise to protect the American public now and into the future.

Annually, the Commission submits agency nominations for the Distinguished Executive Rank Award (the highest award) and the Meritorious Executive Rank Award (the second highest award) to the Office of Personnel Management (OPM).

The OPMs recommendations are forwarded to the President, who selects the recipients for these awards.

The Civil Service Reform Act of 1978 established the Presidential Rank Awards Program to recognize a select group of career members of the Senior Executive Service (SES) for exceptional performance over an extended period of time. Later, this program was amended to extend eligibility to senior career employees with a sustained record of exceptional professional, technical, or scientific achievement recognized on a national or international level. Two categories of Presidential Rank Awards are available:

Distinguished Executive Rank Recipients These individuals are recognized for sustained extraordinary accomplishment and receive a cash award of 35 percent of their base salary, a framed Distinguished certificate featuring a gold keystone emblem signed by the President, and a gold Rank Award pin. Only 1 percent of the career SES or Senior Level and Scientific (SL/ST) members may receive this rank.

Meritorious Executive Rank Recipients These individuals are recognized for sustained accomplishment and receive a cash award of 20 percent of their base salary, a framed Meritorious certificate featuring a silver keystone emblem signed by the President, and a silver Rank Award pin. No more than 5 percent of career SES or SL/ST members may receive this award.

3 In recognition of her exceptional leadership and program achievements during 33 years of service to the NRC. Ms. Bailey has positively impacted the people, processes, and policies of each organization she led. She has an exceptional record of leading with vision and empathy to strengthen a wide range of NRC programs, including those for regulating nuclear power reactors, nuclear fuel cycle facilities, spent fuel storage, radioactive material transportation, high-level waste disposal, and the industrial and medical uses of nuclear byproduct material. Ms. Baileys collaborative style and relentless pursuit of excellence have led to innovative, effective approaches to fulfilling the NRCs mission.

Presidential Meritorious Executive Rank Award 2023 In recognition of his exceptional leadership and significant, lasting program achievements. Mr. Franovich has over 30 years of recognized success in licensing and oversight of new reactor designs, operating plants, and nuclear fuel facilities. He has skillfully demonstrated political savvy, external awareness, and technical competency to institute unprecedented safety improvements within the U.S fleet. He has been a steadfast champion of the next evolution of risk management programs and probabilistic risk assessment technology for both new and operating reactors. Mr.Franovichs leadership has been instrumental in developing innovative approaches to risk-inform licensing and oversight approaches for the Nations reactors.

5 2023 Presidential Meritorious Executive Rank Award In recognition of his exemplary leadership and contributions to the agency mission throughout 21 years of service. Mr.Taylor has significantly shaped the NRCs regulatory programs and activities to promote regulatory efficiency, foster openness and clarity, and enhance reliability for the regulated industry. He demonstrates exceptional vision and change leadership through his efforts to transform the regulatory framework for new and advanced reactors. Mr.Taylors extraordinary ability to adapt in a changing environment and his constant focus on excellence have created a framework for the safe and efficient licensing of new technologies to support the Nations decarbonization and climate change priorities.

The Distinguished Service Award is the highest honor granted by the NRC to an individual. This award is given on a highly selective basis for distinguished service and outstanding achievement for contributions of major significance that realize extraordinary results for the NRC and are clearly and demonstrably greater than normally would be expected.

This award consists of a citation and a gold-plated medal inscribed with the recipients name and, for this year, a cash award for all but honorary recipients.

The Meritorious Service Award is the second highest honor granted by the NRC to an individual. This award is given for meritorious service and excellent achievement or service of unusual value that substantially contributes to the accomplishment of the NRCs mission or to assigned major work programs with agencywide significance. This award consists of a citation and a silver-plated medal inscribed with the recipients name and, for this year, a cash award for all but honorary recipients.

The Meritorious Service Award for Equal Employment Opportunity (EEO)

Excellence recognizes exemplary performance in the implementation of the NRCs EEO program. This award consists of a citation and a silver-plated medal inscribed with the recipients name and, for this year, a cash award for all but honorary recipients.

The Distinguished and Meritorious Service Award recipients reflect the diverse expertise of the NRC staff.

7 In recognition of his substantial contributions to the NRCs safety mission for licensing, inspection, rulemaking, and research. Dr.Coyne has routinely demonstrated technical excellence in addressing complex regulatory issues associated with new reactor licensing, significant rulemaking initiatives, and engineering issues. In each of the five major offices and two regions he has served, Dr.Coynes exceptional leadership has focused on safety, accountability, and collaboration, and has emphasized knowledge sharing and employee development.

His ability to foster collaboration both internally and with external entities and his extensive technical knowledge have enabled the agency to effectively address emerging issues and be prepared for new challenges.

Mr.DiPaolo has shown exemplary knowledge and leadership in implementing inspection and assessment activities at nuclear power plants over his 26-year career. His comprehensive and high-quality inspections have improved plant-specific

safety, and he continues to proactively collaborate on agencywide efforts to enhance NRC inspection programs and oversight. His commitment to mentoring has contributed to the success of NRC inspectors across the agency.

Mr.DiPaolos efforts have helped position the resident inspection program and the NRC to succeed in meeting future inspection challenges.

A nationally recognized expert in materials engineering, Mr.Dunn has used his deep understanding of NRC regulations and a practical, results-oriented approach to address significant technical, regulatory, and policy issues in nuclear applications, particularly fuel facilities and spent fuel storage and transportation.

He has consistently enabled high productivity and quality in licensing reviews and has innovatively addressed numerous complicated and controversial materials safety issues in a timely manner. Mr.Dunns leadership, communication skills, and mentoring talents have contributed greatly to the agencys mission.

He has demonstrated exemplary innovation and decision-making throughout his career, including efforts pivotal to the agencys success in implementing new material security requirements and navigating the COVID-19 public health emergency. Mr.Raglands extraordinary contributions have directly enhanced the agencys effectiveness in fulfilling its safety and security mission.

11 NRC Distinguished Service Award 2024 In recognition of her expert legal advice and counsel to the Commission and many contributions to the Office of the General Counsel, especially in labor relations and employment law. Ms.Spicer handles the NRCs most complex adjudicatory cases and works closely with technical staff to fully understand all issues and propose novel approaches for resolving them. She has worked on many consequential decisionsespecially related to in situ leach mining, consolidated interim storage facilities, and license transfersthat set important precedents in complex legal areas. Ms.Spicers willingness to take on the most difficult tasks and her excellent counsel have been invaluable.

12 12 NRC Meritorious Service Award for Equal Employment Opportunity Excellence 2024 In recognition of her exceptional contributions to the NRCs Inclusive Diversity Strategic Plan and the associated standards of excellence. For the last 28 years, Ms.Jones has provided outstanding leadership in identifying and implementing actions to achieve an Equal Employment Opportunity standard of excellence. As part of her long commitment to equality, she has led successful agencywide panels and events to commemorate both Black History Month and Womens History Month, and she has been instrumental in recruitment at several Historically Black Colleges and Universities. Ms.Jones is a strong advocate for opportunities for all NRC staff and endeavors to ensure a discrimination-free workplace.

13 2024 NRC Meritorious Service Award for Equal Employment Opportunity Excellence In recognition of her exceptional and sustained performance in demonstrating and promoting the NRC values of diversity and inclusion. In addition to her regular duties, Ms.Nguyen has many accomplishments as a member and former chair of the Asian Pacific American Advisory Committee, as well as a founding and core member of the NRC Next Generation of Nuclear Regulators (NextGen) cohort. Her passion, intellect, and energy surrounding diversity and inclusion have been highly influential in building and maintaining a high-quality, diverse workforce. Throughout her career, Ms.Nguyen has demonstrated exemplary leadership and initiative in improving the workplace culture while excelling in her regular role.

He is exceptionally effective at leading the resolution of complex, high-impact, high-visibility assignments to ensure that principles of good regulation are upheld. Ms.Carfangs innovative leadership on transformational projects and deep knowledge have contributed significantly to positioning Region I and the NRC for success in meeting future challenges.

Through his efforts to enable more efficient and effective use of data, Mr.Carneal has demonstrated outstanding foresight into agency requirements and potential issues.

His collaborative approach with both the NRC staff and management ensures high-quality research outcomes.

His stellar performance through numerous management changes has ensured the stable operations of the organization and considerably reduced the administrative workload for inspectors, allowing them to focus on mission-critical activities.

An internationally recognized expert in risk-informed reactor component performance, advanced materials and manufacturing, and computational fracture mechanics, he has led substantial enhancements in reactor safety research programs, making them more outcome oriented and flexible. His recommendations have led to the timely and effective resolution of challenging technical and programmatic issues. By improving agency research, Dr.Iyengar has greatly increased the NRCs technical readiness to license advanced reactors and new technologies.

He relies on his extensive regulatory and field experience to ensure that enforcement outcomes are consistent with the Commissions Enforcement Policy. His most notable contributions have supported the agencys oversight and enforcement activities in power uprates, fire protection, and cybersecurity, leading to significant improvements in the Reactor Oversight Process and the Enforcement Program.

Mr.Jones works tirelessly to ensure that these activities are well coordinated and meet the highest possible standards.

She skillfully oversees complex and high-profile issues related to agency processes while relying on her comprehensive knowledge of statutes, procedures, and policies in each area she supports. She is a thoughtful leader with keen willingness to take on challenging assignments and a strong focus on streamlining and transforming business processes.

Ms.Jonssons achievements and work ethic reflect the highest standard of public service excellence and serve as a model for others.

His contributions have been key in driving improvements to the NRCs technical and regulatory policy. Because of his notable skill and leadership, he has repeatedly been selected to lead challenging inspections and projects and has successfully coached employees at all levels.

Mr.Lamberts superb work has contributed to the continued success of the enforcement program and materials licensing and inspection programs.

28 28 In recognition of her exceptional leadership to ensure the effectiveness of the NRCs cybersecurity regulatory program and her outstanding contributions to the agencys safety and security mission. Ms.Lawson-Jenkinss work has resulted in continuous improvements to the agencys cybersecurity regulatory program. Recognized as a national expert, she performs complex technical reviews of cybersecurity programs and coordinates with other NRC offices on cybersecurity issues in plant modernization and investments in cybersecurity research. She routinely shares her knowledge and experience with peers and mentors new staff on the agencys cybersecurity regulatory program. Ms.Lawson-Jenkins exemplifies the NRCs organizational values while promoting security, openness, and excellence.

Mr.López has exhibited technical excellence and exceptional performance at every level, from inspector to division director. His broad knowledge and deep understanding of scientific and engineering disciplines have enabled him to effectively assess significant reactor and fuel facility safety and security issues and vulnerabilities associated with facility design, licensing, and operation. In the agencys fuel facility, operating reactor, and new reactor oversight programs, Mr.Lopezs stellar performance and leadership across multiple disciplines make him a role model for all staff.

She has a proven record of building and leading agile and competent work units, developing and deploying innovations in business operations, and promoting effectiveness and efficiency. Ms.Mas leadership skills, coupled with her commitment to collaboration with corporate and program offices, have made her a highly valued leader within the office and across the NRC financial management community.

31 In recognition of her outstanding contributions over 27 years of service to the NRC. Ms.Miotla has a commendable record of performance in developing and leading the implementation of agencywide business practices, evidence-building activities, culture improvement initiatives, and enterprise risk strategies.

Her unique and notable contributions have spanned the NRCs technical and corporate program areas. She has demonstrated exceptional leadership and achievements throughout her career, helping to guide the agency through challenging and dynamic times, including the COVID-19 public health emergency.

Ms.Miotla has significantly contributed to the NRC mission and positively impacted the agencys programs, policies, and people.

In her three decades with the agency, Ms.Ray has provided outstanding assistance to more than 30 inspectors at six different resident offices. Through exceptional self-initiative and versatility, she has identified process improvements that were often adopted regionwide. She has been selected repeatedly to lead challenging projects and has successfully coached countless personnel to ensure their success. Recognized as the agency expert in her position, Ms.Ray has gained respect throughout the NRC for her knowledge of the intricacies of resident office operations.

Ms.Raynor has consistently demonstrated exceptional leadership and superior interpersonal communication and collaboration skills.
