SUBJECT:
SUMMARY
OF AUGUST 28, 2024, PUBLIC PRE-APPLICATION MEETING WITH NEXTERA ENERGY POINT BEACH, LLC REGARDING ASSESSING SEISMIC RISK (EPID L-2024-LRM-0091)
On August 28, 2024, an observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of NextEra Energy Point Beach, LLC (NextEra, the licensee) via webinar. The purpose of the meeting was to discuss planned license amendment requests (LARs) for the Point Beach Nuclear Plant, Units 1 and 2 (Point Beach),
related to revising Point Beach License Condition E, which adopts Title 10 of the Code of Federal Regulations (10 CFR) Section 50.69 (10 CFR 50.69), Risk-informed categorization and treatment of structures, systems and components for nuclear power reactors, to permit use of an Electric Power Research Institute (EPRI) alternative approach for assessing seismic risk.

The licensee presented information regarding the schedule and contents of the upcoming LAR for Point Beach. The licensee indicated that it will seek to revise the existing 10 CFR 50.69 License Condition to allow the use of the alternate seismic approach for 50.69 categorization and remove requirements to complete implementation items where all provisions have been met. The licensee indicated that the LAR would follow the same methodology that has previously been approved by the NRC.
NextEra indicated that it plans to submit the LAR by Fall 2024. The NRC staff indicated that it would be helpful for the review if the LAR clearly states that the proposed alternate seismic approach incorporates by reference relevant documents of the previously approved approaches and the LAR clearly states any exceptions the proposed alternate seismic approach takes to the previously approved approaches.
