FUEL CYCLE FACILITY INSPECTION PROGRAM SELF-ASSESSMENT This memorandum provides the results of the U.S. Nuclear Regulatory Commission staffs self-assessment of the Fuel Cycle Facility Inspection Program which includes enhancements that were implemented in early 2021 as part of the Smarter Inspection Program (SIP). As described in memorandum dated March 29, 2021 (Agencywide Documents Access and Management System Accession No. ML21029A332), staff implemented the enhancements to the Fuel Cycle Facilities Inspection Program.

The purpose of the self-assessment was to assess the effectiveness of the Fuel Cycle Facility Inspection Program for calendar year (CY) 2021 to CY 2023, with a focus on the status and impact of the enhancements made by the SIP. The self-assessment team included representation from the Office of Nuclear Material Safety and Safeguards and the Region II office, the region that conducts all fuel cycle facility inspections for NRC. The results of the self-assessment (enclosure) show that the Fuel Cycle Facility Inspection Program is effective in achieving its program goals. Further, the enhancements made to the Fuel Cycle Facility Inspection Program through the SIP had the direct benefit of improving the efficiency and consistency of the program.

While the self-assessment team concluded that the Fuel Cycle Facility inspection program is effective, the staff developed recommendations that will further enhance the program.

These include items such as further risk-informing inspection procedures where appropriate to add flexibility to sample selection, and standing up an Operations/Facility Support Community of Practice to improve knowledge management and to share best practices in the Operations Safety and Facility Support inspection areas.
