SUBJECT:

ACTION PLAN FOR ENHANCING THE AGENCY CODES AND STANDARDS PROGRAM FOR ADVANCED REACTORS As the agencys Standards Executive, I am please to transmit the Action Plan for Enhancing U.S. Nuclear Regulatory Commissions Codes and Standards Program for Advanced Reactors (Enclosure 1). The Action Plan is the final activity associated with the February 29, 2024, document titled Coordination Plan for Enhancing the NRCs Program for New and Advanced Reactor Codes and Standards, which can be found in the NRCs Agencywide Documents Access and Management System (ADAMS) at Accession No. ML24060A164.

The Action Plan documents staff-developed enhancements to the Codes and Standards (C&S) program following a public workshop on April 4, 2024. The workshop was cohosted by NRC and the Idaho National Laboratory and was well attended with over 45 in-person participants and over 300 virtual participants. A meeting summary can be found at ML24123A021. Due to the extensive feedback collected during the workshop, distillation and synthesis of the action items took longer than initially expected.

The Action Plan is divided into three sections: (1) consensus standards development process improvements, (2) NRCs endorsement enhancements, and (3) leveraging commercial/non-nuclear consensus standards and other efforts. Each section is further subdivided into Swift Actions (<1-year to implement), Intermediate Activities (2-to 4-years to implement), and Program Enhancements (ongoing/programmatic). In total, 17 items are contained in the Action Plan with an equal distribution between Actions, Activities and Enhancements across the three sections.

The Action Plan will be publicly available following the normal release schedule. Staff in RES/DE/RGPMB will develop a separate, non-public, implementation plan (IP). The IP will track details regarding staff across the Agency working each Action Plan item, intermediate milestone completion dates, and final product outcomes.
