Background:

a. The M-290 shipping container is used to transport aircraft carrier spent nuclear fuel from the servicing facility to the Naval Reactors Facility in Idaho and will be used to transport spent fuel canisters from the Naval Reactors Facility to a geologic repository.

The package consists of several core independent components that are common to all types of shipments, as well as core dependent components that are specific to the particular type of fuel being shipped.

b. The latest Nuclear Regulatory Commission (NRC) Certificate of Compliance (CoC) (Revision 2) for the M-290 shipping container, USA/9796/B(U)F-96, was issued on July 5, 2019 and expires on December 31, 2024. Since the last renewal of the CoC, there have been no operational experiences or container modifications that would preclude continued use of the container. A revision to the A1G Spent Nuclear Fuel in the M-290 Shipping Container Safety Analysis Report for Packaging and corresponding requested changes to the NRC CoC were submitted to the NRC in Naval Reactors letter G#C24-00734 dated February 8, 2024.

Request for NRC Renewal: This letter requests renewal of the NRC CoC for the M-290 shipping container, USA/9796/B(U)F-96, in accordance with 10 CFR 71.38. No technical changes beyond those already submitted for NRC review in Naval Reactors letter G#C24-00734 dated February 8, 2024 are requested to the NRC CoC. At NRC discretion, NRC may take action on the renewal request as part of the review of the safety analysis report for packaging revision discussed in paragraph b. above or as part of separate renewal action.
