James Warden, Director, Office of Nuclear Energy, Safety & Security, Room 3320 HST Bureau of International Security
& Nonproliferation U.S. Department of State 2201 C Street, NW Washington, D.C. 20520
Dear Dir. Warden:
Enclosed is an application accepted by the U.S. Nuclear Regulatory Commission (NRC) dated July 22, 2024, from Halliburton Energy Services, for a specific license (XB1368) to export sealed sources of Cesium-137 for oil, gas, and well logging in Libya.
Since Libya is on the restricted destinations list (10 CFR Part 110.29), before taking action on this new request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the requested export meets the applicable criteria in the atomic Energy Act of 1954, as amended.
Your assistance in obtaining the necessary assurances will be appreciated. If you have any questions, please contact Lara Garrity ( Lara.Garrity@nrc.gov ), the Licensing Officer who reviewed this case and/or Charlese Smith ( Charlese.Smith@nrc.gov ), Licensing Assistant.
Sincerely, 8/14/2024 X Peter J. Habighorst
