This email is to notify you that the U.S. Nuclear Regulatory Commission (NRC) Region II staff will conduct a nuclear criticality safety (NCS) inspection at your facility during the week of September 16, 2024. The inspection will focus on the core inspection procedures described in Inspection Manual Chapter 2600; and will use Inspection Procedures 88015, Nuclear Criticality Safety. I will be conducting the inspection. While Todd Shewmaker and Noah Woodyard are planned to accompany for inspector qualification purposes. Please let us know if there is anything we need to do to get onsite.
Experience has shown that these inspections are resource intensive both for the NRC inspectors and your staff. In order to minimize the impact to your onsite resources and to conduct a productive inspection, I have attached a request for documents needed for this inspection. If practical, we would like to have the documents at least a week prior to the inspection to facilitate preparation and be able to conduct a productive inspection.In the attachment, Ive also specified some items that we will need during the on-site portion of the inspection.
If possible, an entrance meeting should be scheduled for 13:00 on Monday, with an exit meeting at 16:00 on Thursday. If there are any questions about this inspection or the material requested, particularly in the you find the request unclear or unduly burdensome, please contact me at 404-997-4525.

Note: This is a broad list of the documents the NRC inspectors will be interested in obtaining and reviewing during the inspection visit. The current version of these documents is expected unless specified otherwise. The lead inspector can answer questions regarding specific information needs with licensee staff and may request additional documents.

- 1. Information Requested for NCS Inspection
- a. Any NCS Program procedures (e.g., those related to NCS review of events and establishment of corrective actions, NCS audits and weekly walkdowns, NCS engineer qualification, development of NCSEs, NCS-related emergency response), manuals, and guidance that are newly created or have been revised since the last inspection
- b. The Validation Report (if changed since inspection)
- d. The CSEs, and NCS-related calculation documents, that have been created or revised since the last inspection
- e. A list of NCS and CAAS-related Corrective Action Program entries, Redbook entries, events reports, and any related NCS safety analyses or evaluations since last inspection
- f. Documentation of any CAAS design changes in the last year
- g. Qualification records for any NCS engineers who have completed an NCS qualification since last inspection
- h. Training material related to NCS support for emergency response
- i. NCS inspection reports/facility walkthrough assessments since the last NCS inspection, schedule for walkdowns and inspections in 2024
- 2. Activities Requested for On-Site Inspection
- a. List of planned CAAS tests; NCS walkdowns or audits; NCS related IROFS tests, PMs, or calibrations scheduled for the inspection week; other NCS related activities occurring during the inspection week
