OF PUBLIC SCOPING MEETING RELATED TO THE ENVIRONMENTAL SCOPING PROCESS FOR THE US SFR OWNER, LLC CONSTRUCTION PERMIT FOR KEMMERER UNIT 1 The U.S. Nuclear Regulatory Commission (NRC) staff conducted a scoping meeting related to the environment review of the Kemmerer Unit 1 construction permit (CP) application submitted by US SFR Owner, LLC, a wholly-owned subsidiary of TerraPower, LLC. The purpose of the scoping meeting was to provide the public with an opportunity to participate in the scoping process by providing comments on environmental issues to be considered while preparing the CP environmental impact statement.
A public scoping meeting was held at the South Lincoln Training and Events Center, 215 State Highway 233, Kemmerer, Wyoming, on July 16, 2024. The NRC staff announced the meeting in local newspapers and outlets (the Kemmerer Gazette and the Cowboy State Daily). The participants included the NRC staff, NRC contractors from Pacific Northwest National Laboratory, representatives from TerraPower, U.S. Department of Energy staff, the news media, local government officials, and members of the public. Approximately 35 members of the public attended the scoping meeting.

The scoping meeting began with NRC state members providing a brief overview of NRCs review process for CP applications and the National Environmental Policy Act process. After the NRCs prepared statements, the meeting was opened for public comments. Seven scoping meeting attendees provided either written statements or oral comments that were records and transcribed by a certified court reporter.
Public scoping comments and questions were mainly focused on radiation and community cancer rates, safety concerns, economics, socioeconomics, and water quality and consumption, waste storage and transportation, radiation health and accidents, and concerns about plant safety.
A list of attendees for the meeting is provided in Enclosure 1. Enclosure 2 is a copy of the public meeting notice. Enclosure 3 is a copy of the NRC presentation slides. Enclosure 4 is the corrected official transcript of the meeting. Any written comments received during the scoping meeting are included in the meetings transcript.
