RESPONSE TO ANS LETTER REQUESTING REVIEW AND POTENTIAL ENDORSEMENT OF ANSI APPROVED STANDARDS

Dear Mr. Sowder:

Thank you for your letter requesting review and consideration for endorsement of American Nuclear Society (ANS) standards that have been recently approved by the American National Standards Institute (ANSI). The U.S. Nuclear Regulatory Commission (NRC) staff responsible for the use of ANS standards in our regulatory activities considered your request. The staffs feedback1 on the standards listed in your letter is provided below.

ANSI/ANS-8.21-2023, Use of Fixed Neutron Absorbers in Nuclear Facilities Outside Reactors and ANSI/ANS-8.28-2024, Administrative Practices for the Use of Nondestructive Assay Measurements for Nuclear Criticality Safety The NRC staff is working on a draft revision of Regulatory Guide (RG) 3.71, Nuclear Criticality Safety Standards for Nuclear Materials Outside Reactor Cores. The staff is considering the endorsement of ANSI/ANS-8.21-2023 and ANSI/ANS-8.28-2024 in this guide. The staff anticipates issuing the draft RG for public comments by mid Calendar Year (CY) 2025. The NRC representatives for the related working groups and committee will provide status updates during future committee meetings.

ANSI/ANS-20.2-2023, Nuclear Safety Design Criteria and Functional Performance Requirements for Liquid-Fuel Molten Salt Reactor Nuclear Power Plants The NRC staff is currently reviewing and assessing ANSI/ANS-20.2-2023 for potential endorsement via RG 1.232, Guidance for Developing Principal Design Criteria for Non-Light-Water Reactors. The staff anticipates having a public meeting on the staffs consideration of endorsement of ANS 20.2 and proposed revision of RG 1.232 by mid CY2025. Further, the staff aims to draft the revision to RG 1.232 and publish it for public comments during Fiscal Year 2026. The NRC representatives to the related working group and committee will provide status updates during future committee meetings.

1 The feedback is based on staff plans as of August 2024. These plans are tentative and are subject to change.
