SUMMARY
OF JUNE 25, 2024, PUBLIC MEETING TO DISCUSS THE DETAILS OF NRCS PROGRESS FOR NEI 08-09 REVISION 7 On June 25, 2024, the U.S. Nuclear Regulatory Commission (NRC) held a public meeting to provide initial feedback related to the proposed changes and provide status update of the ongoing review of NEI 08-09, Cyber Security Plan for Nuclear Power Reactors, Revision 7 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML24060A270). The meeting notice is available at (ML24165A217). Approximately 80 participants, including NRC staff, industry representatives, and members of the public attended the meeting. This public meeting is a part of NEIs ongoing efforts to incorporate lessons learned, clarification, and guidance submitted via white papers that have been previously reviewed and approved by the NRC.
The meeting was conducted in a hybrid format to allow participation from licensees, NEI, and the public. The meeting began with formal introductions and remarks from the NRC and NEI.
Following the remarks, the NRC explained the purpose of the meeting and proceeded with the presentation and discussion of the NRC review team composition, NRC feedback on the first half of NEI 08-09 Revision 7 (Appendices A, B, D, and E), and NRCs progress and estimated time of completion.
The NRC identified 11 changes that needed more clarification or were not consistent with Regulatory Guide 5.71, Cyber Security Programs for Nuclear Power Reactors, Revision 1 (ML22258A204) or with the Title 10 of the Code of Federal Regulations (10 CFR) 73.54.

M. Fernandez slight alteration within the document, the NRCs position is that the approach NEI is proposing is not consistent with IMC 0612 Issue Screening.
The NRC staff indicated that the review and analysis of the proposed changes to NEI 08-09, Revision 7 is still ongoing, and the second portion of the review will take substantially longer since guidance was added to the document that has not been reviewed and approved by the NRC. At least one more public meeting is planned to discuss the remaining proposed changes.
Finally, the NRC mentioned that the estimated completion date is at the end of February 2025.
However, the timeline for completion could extended based on the NRCs Office of General Counsels review and evaluation if the guidance document will be put through the Congressional Review Act process. After this last comment, the meeting was adjourned.
