SUMMARY

OF THE JULY 1, 2024, OBSERVATION PUBLIC MEETING TO DISCUSS RHINOCORPS PLAN FOR A SUBMITTAL OF PHYSICAL SECURITY METHODOLOGY (EPID L-2024-LRM-0074)

The U.S. Nuclear Regulatory Commission (NRC) conducted a partially closed, virtual observation public meeting/teleconference on July 1, 2024. The purpose of this meeting was for RhinoCorps to present its plan for the submittal of its work on physical security modeling and simulation (MODSIM) methodologies and for the NRC to gather information for the determination of the best regulatory method for review.

The public meeting notice was posted on the NRC public website on June 21, 2024, and can be found under Agencywide Documents Access and Management System (ADAMS) Accession No. ML24173A106. RhinoCorps presentation materials for this public meeting can be found under Accession No. ML24212A080 (Non-proprietary). The enclosure to this memorandum provides a list of the meeting participants.

During the open meeting, RhinoCorps representatives stated the intent to submit a methodology and process for incorporating MODSIM into existing light water reactors and advanced small modular reactors.

RhinoCorps representatives provided a short summary of the following:

MODSIM uses for physical security and application to government facilities.

The utilization of vulnerability assessment tools for nuclear power facilities.

The uses and ratings of physical security software at secure facilities.

The grant awarded by the Department of Energy to assess MODSIM uses at nuclear power facilities.

At the conclusion of the meeting, there was an opportunity for the public to provide comments and ask questions. Members of the public commented on the applicability to both existing and new reactor facilities as well as contrasting MODSIM and physical testing applicability to new reactor designs to receive possible feedback earlier in the development and construction process.

The NRC staff provided feedback and asked clarifying questions on the following throughout the presentation. These questions and feedback focused on:

The usage of the proposed methodology during regulatory reviews.

The expected timeline for submittal and the subsequent NRC review.

The scope of the methodology and the intended implementation of the final product.

The security level required of the methodology and process described.

The closed meeting topics included the technical details of MODSIM use at government facilities. The discussion included an example of MODSIM use at a simulated nuclear power plant and the application of the methodology to different physical and human factors.

RhinoCorps representatives also expanded on the planned timeline for NRC interactions and submittal. No regulatory decisions or commitments were made during the meeting.
