[External_Sender] Comments and Question on the Natrium Reactor Having worked 20 years in the first nuclear building spree in the US: 10 years with Westinghouse NES and 10 years as Design PM for Comanche Peak 1 & 2 with A/E Gibbs & Hill, I've waited for the industry to make a rebound. I was disappointed in the technical and cost issues of Vogel 3 & 4. We must learn to build them quicker and with less cost. Cost overruns kill the enthusiasm of all involved. Comanche Peake was constructed through the period of Three Mile Island event and the terrible fire at Browns Ferry and the flurry of new regulations in the aftermath. Costs soared sevenfold. I pray this doesn't happen to the Kemmerer plant. I am totally for the new nuclear technology and construction in Kemmerer.

My question is What is the total estimated cost of the plant and auxiliaries and the best estimate of COD.

Finally at Westinghouse we were constantly being attacked by skeptics of the safety of the technology. We came up with the following slogan: "Nuclear Power is Safer than Sex". Meaning a person would receive more radiation from sleeping next to his spouse than a person living outside of an operating nuclear power plant.

Please proceed with your investigation, and best of luck to all involved in the concept, design, procurement, fabrication, construction, and operation/maintenance of the facility. If Boeing aircraft were manufactured to 10CFR 50, Part B, they would not be having the quality issued that seem to be occurring frequently.

Kind regards, Bob Robert E. Ballard, Jr.
