SUMMARY
OF JULY 18, 2024, PUBLIC MEETING TO DISCUSS SECTIONS OF THE NATIONAL ORGANIZATION OF TEST, RESEARCH AND TRAINING REACTORS, INC. PROPOSED NEI 23-03 GUIDANCE ON THE 50.59 PROCESS FOR DIGITAL APPLICATIONS (EPID: L-2023-NFG-0002)
On July 18, 2024, (Agencywide Documents Access and Management System Accession No. ML24184A149), the U.S. Nuclear Regulatory Commission (NRC) staff held a public meeting with the National Organization of Test, Research, and Training Reactors (TRTR) staff to continue to discuss endorsement of Nuclear Energy Institute (NEI) 23-03. A list of attendees is provided as an enclosure to this memorandum.
During the meeting, NRC and TRTR representatives discussed the NRC staff comments made up to, and including, Section 4.2.2 of the NEI 23-03 document, including resolving all comments in the sections on defense in depth design philosophy and the applicability of definitions. The group also discussed comments in the implementation guidance on screening. All comments on examples up to and including 4-9 were resolved. Representatives at the meeting scheduled the next meeting to review NRC comments in Example 4-10 and to continue the discussion on the approach to human system interfaces (HSI) in Section 4 4.2.1.2, Screening of Changes to Procedures as Described in the [updated final safety analysis report] and HSI in a public meeting set for August 15, 2024. There were no members of the public present in the meeting.
