Dear Chair Murray:
On behalf of the U.S. Nuclear Regulatory Commission (NRC), I am responding to a provision in Senate Report 118-72 on the Energy and Water Development Appropriations Bill, 2024, directing the NRC to provide "a report with detailed metrics to evaluate staff performance and productivity as a part of implementing its telework policy," and in each successive year "an analysis of how the staff is meeting those detailed metrics."
The NRC evaluates all employees' performance and productivity through the agency's established performance management process, a program approved by the Office of Personnel Management. This process does not differentiate between staff who come into the office every day, those who have telework agreements, or those who are fully remote. Employees are formally evaluated annually based on their individual performance plans, which are comprised of elements and standards that represent the duties and responsibilities specific to their position. Supervisors hold required performance meetings twice per year, as well as informal meetings in between, and each employee is provided an annual rating of their performance.
The NRC measures its overall organizational effectiveness using detailed agencywide metrics, such as tracking performance and productivity in alignment with the agency's strategic goals. These are published in the NRC's Annual Performance Plan and Report (APPR) and included within the NRC's Congressional Budget Justification (CBJ). The Fiscal Year (FY) 2023 APPR, provided as part of the FY 2025 CBJ, is enclosed. Agency performance indicators show that the NRC continuously achieves its safety and security mission.
As we implement the provisions in the recently enacted Accelerating Deployment of Versatile, Advanced Nuclear for Clean Energy (ADVANCE Act) designed to improve efficiency and performance, the NRC will be evaluating our existing metrics to see what changes may be needed to ensure that we are meeting the requirements set forth in the Act while fulfilling our important public health, safety, and security mission.
