SUMMARY
OF THE JUNE 10, 2024, OBSERVATION PUBLIC MEETING TO DISCUSS ANALYSIS AND MEASUREMENT SERVICES CORPORATIONS PLAN FOR TOPICAL REPORT ON CABLE CONDITION MONITORING METHODOLOGIES (EPID: L-2024-LRM-0069)
The U.S. Nuclear Regulatory Commission (NRC) conducted a partially closed, virtual observation public meeting/teleconference on June 10, 2024. The purpose of this meeting was for Analysis and Measurement Services Corporation (AMS) to present its plan for the topical report (TR) on cable condition monitoring methodologies.
The public meeting notice was posted on the NRC public website on May 30, 2024, and can be found under Agencywide Documents Access and Management System (ADAMS) Accession No. ML24151A136. AMSs presentation materials for this public meeting can be found under Accession No. ML24153A004 (Non-proprietary). The enclosure to this memorandum provides a list of the meeting participants.
During the open meeting, AMS representatives stated the intent to submit a licensing TR on this topic and provided a general description of the objectives of the report.

AMS representatives provided a short summary of the following:
Goals of the presubmittal meeting.
Current practices and methodologies for cable condition testing and monitoring.
Industry standards and NRC guidance associated with cable condition monitoring.
The technical processes used in the development of the methodology proposed in the report.
General steps related to the proposed methodology in the report.
At the conclusion of the meeting, there was an opportunity for the public to provide comments and ask questions. Members of the public that have previously contacted AMS about this TR asked clarifying questions about the scope of the conditions monitored in the proposed methodology. Members of the public also asked about NRC efforts in aging management for areas other than cables.
The NRC staff provided feedback and asked clarifying questions on the following throughout the presentation:
The level of detail provided in the step of the methodology for cable characteristic grouping.
The use of conditions and limitations in this report compared to the conditions and limitations stipulated in current industry standards.
The interaction between current cable monitoring methods and the proposed methodology.
The closed meeting topics included the technical details involved in the steps of the proposed methodology. The technical discussion included information about the grouping and testing of cables as well as applicable industry guidance used in the development of the TR. A proposed schedule of review for the TR was also discussed. No regulatory decisions or commitments were made during the meeting.
