3 CHAIR PETTI: This is a meeting of the

4 Kairos Power Licensing Subcommittee of the Advisory

5 Committee on Reactor Safeguards. I'm David Petti,

6 Chairman of today's Subcommittee meeting.

7 ACRS members in attendance are Ron

8 Ballinger, Tom Roberts, Bob Martin. Online, I saw

9 Greg Halnon, Craig Harrington.

10 Walt, are you out there?

11 MEMBER KIRCHNER: Yes, I'm here, Dave.

12 CHAIR PETTI: Okay.

13 MEMBER KIRCHNER: Good morning.

14 CHAIR PETTI: Thank you.

15 Matt, are you out there?

17 No. A little late. Okay.

18 MEMBER DIMITRIJEVIC: I am out here, Dave.

19 CHAIR PETTI: Okay. Good.

23 Okay. Our consultants Charles Brown,

24 Dennis Bley, and Steve Schultz are also present.

1 Designated Federal Official for the meeting.

2 During today's meeting, the Subcommittee

3 will discuss the members' review memos on the Staff

4 Safety Evaluation for Kairos Power Hermes 2 Non-power

5 Reactor Preliminary Safety Analysis Report and begin

6 discussions of the Letter Report that we will prepare

7 for the full Committee in about 10 days.

8 Like Kairos' proposed and NRC's approved

9 Hermes Test Reactor, which we sometimes call Hermes 1,

10 large portions of the two-unit Hermes 2 reactor PSAR

11 are identical to the Hermes 1. The ACRS has reviewed

12 the Hermes 1 PSAR on May 2023, and now, Hermes 2, we

13 will focus on the design differences from Hermes 1.

14 The ACRS was established by statute and

15 it's governed by the Federal Advisory Committee Act,

16 FACA. The NRC implements FACA in accordance with its

17 regulations found in Title 10 of the Code of Federal

18 Regulations, Part 7.

19 The rules for participation in all ACRS

20 meetings, including today's, were announced in The

21 Federal Register on June 13th, 2019.

22 The ACRS section of the U.S. NRC public

23 website provides our charter, bylaws, agenda, letter

24 reports, and full transcripts of all full and

25 subcommittee meetings, including slides presented.

1 The meeting notice and agenda for this meeting were

2 posted there.

3 We've received no written statements or

4 requests to make an oral statement from the public,

5 but we have set aside time in the agenda for comments

6 from members of the public listening to the meeting.

7 The Subcommittee will gather information,

8 analyze all of the issues and facts, and formulate

9 proposed positions and actions as appropriate for

10 deliberation by the full Committee.

11 A transcript of the meeting is being kept

12 and will be made available.

13 Today's meeting is being held in person

14 and over Microsoft Teams for the ACRS staff and

15 members, NRC staff, Applicant, and members of the

16 public. The Teams link information with a telephone

17 bridge line was placed in the agenda on the ACRS

18 public website.

19 When addressing the Subcommittee,

20 participants should, first, identify themselves and

21 speak with sufficient clarity and volume, so that they

22 may be readily heard. When not speaking, we request

23 that participants mute their computer microphone, or

24 phone by pressing *6.

4 MEMBER BIER: This is Vicki. I must

5 wanted to mention that I joined a couple of minutes

6 late, but I am present.

7 CHAIR PETTI: Okay. Thank you.

8 MEMBER BIER: Thank you. Bye.

9 CHAIR PETTI: So, we're going to have a

10 brief discussion about our approach today, and then,

11 allow time for public comment. Following that, we can

12 dismiss the court reporter, and then, we'll begin our

13 detailed reviews of our memos on the staff.

14 So, just for anyone looking at the agenda,

15 the public comment session will be much earlier than

16 as recorded on the agenda, but we'll probably ask for

17 public comment at the end as well, anyway.

18 So, with that, the goal today, I think, is

19 to review -- there are only five chapters in which

20 memos were written because there was a comment of some

21 safety significance. Those are Chapter 4 on the

22 reactor, Chapter 5 on the heat transfer systems,

23 Chapters 7 and 8 on I&C and electrical systems, and

24 Chapter 13 on accident analysis. Seven and 8 were in

25 one memo. So, there's only four memos to review.
