Committee on Reactor Safeguards. I'm David Petti, 5
Chairman of today's Subcommittee meeting.
6 ACRS members in attendance are Ron 7
Ballinger, Tom Roberts, Bob Martin. Online, I saw 8
Greg Halnon, Craig Harrington.

1 During today's meeting, the Subcommittee 2
will discuss the members' review memos on the Staff 3
Safety Evaluation for Kairos Power Hermes 2 Non-power 4
Reactor Preliminary Safety Analysis Report and begin 5
discussions of the Letter Report that we will prepare 6
for the full Committee in about 10 days.
7 Like Kairos' proposed and NRC's approved 8
Hermes Test Reactor, which we sometimes call Hermes 1, 9
large portions of the two-unit Hermes 2 reactor PSAR 10 are identical to the Hermes 1. The ACRS has reviewed 11 the Hermes 1 PSAR on May 2023, and now, Hermes 2, we 12 will focus on the design differences from Hermes 1.
13 The ACRS was established by statute and 14 it's governed by the Federal Advisory Committee Act, 15 FACA. The NRC implements FACA in accordance with its 16 regulations found in Title 10 of the Code of Federal 17 Regulations, Part 7.
18 The rules for participation in all ACRS 19 meetings, including today's, were announced in The 20 Federal Register on June 13th, 2019.
21 The ACRS section of the U.S. NRC public 22 website provides our charter, bylaws, agenda, letter 23 reports, and full transcripts of all full and 24 subcommittee meetings, including slides presented.

posted there.
2 We've received no written statements or 3
requests to make an oral statement from the public, 4
but we have set aside time in the agenda for comments 5
from members of the public listening to the meeting.
6 The Subcommittee will gather information, 7
analyze all of the issues and facts, and formulate 8
proposed positions and actions as appropriate for 9
deliberation by the full Committee.
10 A transcript of the meeting is being kept 11 and will be made available.
12 Today's meeting is being held in person 13 and over Microsoft Teams for the ACRS staff and 14 members, NRC staff, Applicant, and members of the 15 public. The Teams link information with a telephone 16 bridge line was placed in the agenda on the ACRS 17 public website.
18 When addressing the Subcommittee, 19 participants should, first, identify themselves and 20 speak with sufficient clarity and volume, so that they 21 may be readily heard. When not speaking, we request 22 that participants mute their computer microphone, or 23 phone by pressing *6.

wanted to mention that I joined a couple of minutes 5
late, but I am present.
6 CHAIR PETTI: Okay. Thank you.

8 CHAIR PETTI: So, we're going to have a 9
brief discussion about our approach today, and then, 10 allow time for public comment. Following that, we can 11 dismiss the court reporter, and then, we'll begin our 12 detailed reviews of our memos on the staff.
13 So, just for anyone looking at the agenda, 14 the public comment session will be much earlier than 15 as recorded on the agenda, but we'll probably ask for 16 public comment at the end as well, anyway.
17 So, with that, the goal today, I think, is 18 to review -- there are only five chapters in which 19 memos were written because there was a comment of some 20 safety significance. Those are Chapter 4 on the 21 reactor, Chapter 5 on the heat transfer systems, 22 Chapters 7 and 8 on I&C and electrical systems, and 23 Chapter 13 on accident analysis. Seven and 8 were in 24 one memo. So, there's only four memos to review.
