TERRAPOWER, LLC - FINAL SAFETY EVALUATION OF TOPICAL REPORT NATD-LIC-RPRT-0002, PRINCIPAL DESIGN CRITERIA FOR THE NATRIUM ADVANCED REACTOR, REVISION 1 (EPID L-2021-TOP-0020)
Dear Mr. Wilson:
By letter dated January 24, 2023 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML23024A280), TerraPower, LLC (TerraPower) submitted a Topical Report (TR) entitled, Principal Design Criteria for the Natrium Advanced Reactor, Revision 0, for the U.S.
Nuclear Regulatory Commission (NRC) staffs review. By letter dated April 10, 2024, TerraPower submitted Revision 1 of the TR (ML24101A362). The TR describes the result of TerraPowers process to develop Principal Design Criteria (PDC) for the Natrium advanced reactor and specifically addresses compliance with the construction permit application requirement under Title 10 of the Code of Federal Regulations (10 CFR) 50.34(a)(3)(i).
By email dated March 17, 2023, the NRC staff informed TerraPower that the TR provided sufficient information for the NRC staff to conduct a detailed technical review (ML23074A349). On August 22, 2023, the NRC staff transmitted an audit plan to TerraPower (ML23201A247), and subsequently conducted an audit of materials related to the TR from September 7, 2023, to October 5, 2023. The audit summary was issued on January 30, 2024 (ML24051A029). On April 12, 2024, the NRC staff issued the draft safety evaluation (SE) to TerraPower (ML24103A201).
The enclosed final SE is being provided to TerraPower, because the NRC staff has found NATD-LIC-RPRT-0002, Revision 1, acceptable for referencing in licensing actions to the extent specified and under the limitations and conditions delineated in the TR. The final SE defines the basis for the NRC staffs acceptance of the TR.
The NRC staff requests that TerraPower publish an approved version of this TR within 3 months of receipt of this letter. The approved version should incorporate this letter and the enclosed SE after the title page. The approved version should include a -A (designating approved) following the TR identification symbol.
